Minimum Qualifications

Education

· A Bachelor's degree in Adult Learning, Instructional Systems Design, Educational Psychology or related field

Experience

· Five (5) years of experience: independently designing and delivery CBTs; managing user acceptance testing; serving as producer for online learning, especially using Adobe Connect; interfacing with and managing customer relationships; communicating effectively orally and in writing; using MS Office, Captivate or Articulate (or similar), Adobe Connect, and HR systems, ideally PeopleSoft.

Job Summary

The Senior Learning Consultant is responsible for support to Metro's on-boarding program; development of computer-based training (CBT); and support to delivery of remote learning. In executing duties, the incumbent interacts widely with colleagues and customers across the Authority, under the direction of the Manager, Learning and Development. The Sr. Learning Consultant serves as an integral member of the Learning and Development (L&D) team.

Essential Functions
  • Executes, as assigned, and in collaboration with L&D colleagues, production of CBT, from initial conceptualization through storyboard, production, user-assisted and system testing. Supports standardization of practice to ensure employees are adequately trained, using the least-cost method possible. All CBTs must be produced to industry standards with no factual or grammatical errors, compliant with the requirements of section 508 of the US Rehabilitation Act, using graphics that are bias-free, and using programs and platforms available at WMATA. Exhibits excellent customer engagement, professionalism and responsiveness
  • Manages communications and logistics for full employee on-boarding program, inclusive of communication and liaising for bi-weekly newly hired employee (NHE) processing; supports continuous process improvement. Ensures: a positive experience for customers (NHEs and hiring managers); efficient service delivery; and appropriate and complete record-keeping. Executes processes on assigned schedule with 95% accuracy, using WMATA's systems with attention to strong customer-service and business effectiveness.
  • Executes, as assigned, and in collaboration with customers and colleagues, production of learning artifacts (e.g., job-aids, instructional videos) efficiently and on time. All artifacts must be produced to industry standards with no factual or grammatical errors, compliant with 508 requirements, using graphics that are bias-free, and using programs and platforms available at WMATA.
  • Serves as producer for remote learning delivery for L&D and other WMATA customers; advises on classroom management. Supports the delivery of effective learnin g services and modernizs practice at WMATA. Ensures that attendance and completion survey data are recorded for all sessions in WMATA's approved platform(s) and systems.
  • Manages IT equipment and software for Human Resources Talent Management (HRTM), inclusive of ordering equipment, setting up, and liaising with IT as necessary. Holds purchase card and accomplishes ordering for the division. Complies with all process and due diligence requirements of WMATA.
