Serves as a senior construction manager overseeing all phases of construction contract administration for building projects. Responsible for timely construction phase project completion, construction budgets, and the overall quality of assigned projects. Solves complex design or construction problems. Must be highly motivated and possess the skills necessary to work in a fast-paced collaborative team environment. This position requires outstanding oral and written communications skills. Administers or supervises the administration of construction contracts to ensure compliance with the contract documents scope, ensure a proper sequence of construction that adheres to the schedule, quality control, documentation, tracking and reporting, problem solving, and acts as a liaison between the contractor and regulatory agencies. Job includes tasks meant to, avoid, mitigate, and resolve contractor claims. Plans, coordinates, and supervises the work of assigned individuals or teams in the administration of construction contracts and related tasks. Assigned projects include at least one large, complex project with an assigned project team or supervision of assigned construction managers, inspectors and technical staff working multiple projects. Performs and/or oversees all aspects of construction contract document development/review, bidding, award, project execution, close-out and administration to include maintaining PCO and deficiency logs. Evaluates pre-qualification requirements for prospective bidders, analyzes safety records, conducts pre-bid meetings, prepares final bid documents, issues contract awards, and conducts pre-construction meetings. Reviews and approves contractor payments, reviews proposed change orders for merit and entitlement, prepares cost estimates, negotiates change orders, reviews shop drawings, ensures timely and appropriate RFI responses, issues field orders, RFPs, and CCDs. Performs quality control inspections to ensure conformance to construction documents and maintains deficiency logs. Evaluates and tracks CPM schedule prepared and updated by the contractor. Coordinates all aspects of project close-out activities; punch list, training, O&M manuals, as-builts, bond release, end-of-warranty inspections, and final completion. Performs/oversees detailed constructability reviews of plans and specifications prepared by architectural and engineering firms. Participates in various selection advisory committees, value engineering studies, and other duties as assigned.

Illustrative Duties

  • Depending on the functional area of assignment:
  • Administers design or construction contracts of at least one large, complex project valued at more than $75 million;
  • Negotiates or oversees the negotiation of contracts for the full range of engineering/architectural, environmental and construction services;
  • Coordinates County facility design or construction work with various architects, engineers, contractors, and consultants; supervises work performed under contract and maintains professional control of projects to completion;
  • Estimates staffing, budget, schedules and resources needed to meet completion dates;
  • Supervises subordinate staff of engineers and/or technicians working multiple smaller projects, utilizing either internal staff or external consultants or contractors;
  • Supervises the review and acceptance of subdivision plans;
  • Reviews all subdivision plat revisions concerning access, street location, site distance and traffic safety;
  • Reviews and approves (or rejects with explanation) shop drawings and third party quality control inspection reports submitted pursuant to "Special Inspections Requirements" under the Virginia Uniform Statewide Building Code and the Fairfax County Special Inspections Program;
  • Reviews the work of other engineers for complex permit applications, environmental analysis, design or construction of Capital Projects;
  • Reviews and approves plans in accordance with the Virginia Uniform Statewide Building Code;
  • Conducts field inspections of commercial construction projects to verify compliance with associated building code requirements of the Virginia Uniform Statewide Building Code;
  • Trains/mentors lower level engineers;
  • Conducts preliminary meetings with design professionals to discuss code issues related to complex projects;
  • Proposes and prepares revisions to technical design standards and ordinances;
  • Prepares and presents detailed reports, studies and complex technical material to diverse groups of stakeholders to gain support and consensus;
  • Serves as a technical advisor in specialty area;
  • Signs off on the work of others that are supervised and signs off on own work as a Professional Engineer or Registered Architect.

Required Knowledge Skills and Abilities

  • Depending on the functional area of assignment:
  • Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
  • Knowledge of computer applications and software (such as CAD) associated with the preparation of plans and engineering computations;
  • Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
  • Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
  • Knowledge of environmental testing methods;
  • Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with County standards, guides and operational needs;
  • Ability to prepare reports, specifications, and contract documents, studies, and technical analysis and present findings in clear and concise format;
  • Ability to coordinate long-term, complex project plans;
  • Ability to plan, coordinate and oversee the work of team(s), subordinates and diverse professional and sub-professional engineering staff;
  • Ability to communicate and interact effectively with the public, senior County staff and the Fairfax County Board of Supervisors.

Employment Standards

Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.

  • A valid driver's license.
  • Professional Engineer (PE) or Registered Architect (RA)

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

  1. Valid registration as a CMAA Certified Construction Manager (CCM).
  2. 4 years of supervisory experience or leadership responsibilities for engineers and other construction professionals.
  3. 4 years of extensive knowledge and experience of building design and construction practices.
  4. Extensive experience in administering construction contracts for building projects.
  5. Extensive experience and knowledge of construction schedules including schedule logic and software programs, construction claims and their mitigation.
  6. Technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint. Advanced information technology skills including use of Microsoft Project or Primavera scheduling software.

Ability to hear normally in order to recognize backup alarms of the construction equipment. Ability to produce handwritten and typed documents. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities.
