Reporting to the Vice President of Finance and Academic Administration (VP), the Senior Business Manager (SBM) provides advanced research administration and financial management and subject matter expertise to a research center, department, institute or program. The individual supports the Center Director, faculty, scientists, trainees and staff and directly oversees Grant Finance Administrators and other staff as assigned. The Senior Business Manager (SBM) is responsible for supporting the Center, ensuring that strategic objectives/deadlines are achieved, reviewing and monitoring contract and grant proposal applications and awards, reviewing and approving extramural expenditures, delegating work flow, managing extramural proposal activity with support staff and multiple Principal Investigators (PIs), monitoring financial management of extramural funding, interacting with other centralized offices such as The Foundation, Institutes, Tech transfer, Human Resources, Accounts Payable, Research Accounting, Grants and Contracts, scientific core facilities, and other auxiliary offices. The SBM will provide subject matter expertise to guide and assist the VP and leadership with short and long-term administrative decisions. The SBM will meet regularly with the Center Director and PIs to resolve budgetary and/or laboratory financial and/or operational issues. The individual will lead the development of SOP and/or P&P and will develop educational training programs as assigned. The position will lead and serve on steering committees or project teams. The range of duties is broad and requires an understanding of the mission and goals of an academic research institution and/or teaching hospital and large complex sponsored research portfolio.

Qualifications

Minimum Education
Bachelor's Degree in relevant field (Required)

Master's degree in relevant field (Preferred)

Minimum Work Experience
5 years of business management experience in an academic research or healthcare environment including 5 years of progressively responsible management experience. Demonstrated experience in personnel management, extramural fund management, and financial management. Any appropriate combination of experience and/or certifications may be considered. (Required)

Required Skills/Knowledge
Demonstrated knowledge of Federal regulations related to Research Administration, including the Uniform Guidance, Cost Accounting Standards, Federal Acquisition Regulations, and major Federal funding agency guidelines.
Ability to recruit, train and lead a staff to new and changing Sponsored Programs initiatives and to create an environment within the office, which promotes staff involvement and continuing education.
Strong interpersonal skills with a high degree of analytical ability and strong verbal and written communication skills.
Ability to maintain confidentiality.
Strong understanding of Project Management concepts and ability to maintain and manage deadlines and multiple projects.
Knowledge of business and management principles.
Ability to direct, manage, implement, and evaluate operations.
Ability to establish goals, and objectives that support the strategic plan.

Functional Accountabilities

Responsible Conduct of Research
1. Ensure compliance with standards for the responsible conduct of research.
2. Plan, conduct, and manage research projects within the federal, local and institutional regulations, policies and procedures, guidelines and standards
3. Responsible for appropriate administration of research funds and resources.
4. Ensure compliance with all annual training requirements.

Budget & Financial Management
1. Under directions of the Center Director and VP, implement long-range financial plans, analysis, and recommends adjustments where appropriate.
2. Responsible for financial projections/budgets, monitoring capacity to support effective operating and capital budget planning for center, department or institute.
3. Responsible for ensuring accurate financial data and optimal financial processes.
4. Monitor and prepare periodic performance data for budget variances and collaborates with management team to resolve discrepancies; action plan to meet budget gaps.
5. Monitor payroll distribution of staff to ensure salary expenses are within budgeted projections; ensures timely correction of payroll allocation.
6. Conduct financial research and analysis of financial data to identify erroneous transactions and communicate with leadership to address gaps and process corrective actions.
7. Analyze revenue reconciliation and reimbursement to identify trend, insurance contract negotiations and collaborates with team to develop and implement correction plan.
8. Review and approve financial reports and analyses for all budgets and expenses for general reporting to Center Director and PIs.
9. Approve Labor and Non-Labor Cost Transfers, initiated by the GFA's
10. Lead project close out processes (e.g., clear encumbrances, close POs, closeout sub-awards, pay invoices, etc.)
11. Manage extramural funds (e.g., SPF's, federal and non-federal funds, contracts, clinical trials, grants, gifts, endowments and other forms of financial support and internal funds endowments, and institutional operational budgets through periodic reporting of financial position of each PI, regular and ad hoc reports for faculty trends including expenditure, grant income, resource allocation, and comprehensive forecasting of average spending. Report regular updates to Center Director, and VP.
12. Review and approve purchase requisitions, Vouchers, reimbursements, travel authorizations and business expense reports
13. Assist with financial management of Core facilities and provide guidance on compliance

Research Administrative Support
1. Manage, supervise, and mentor a team of assigned analysts and GFAs providing business and financial management support services to center, department or institute.
2. Coordinate and assist in development and submission of typical proposals and as needed, under the guidance of BD, on large and complex proposals.
3. Assist in preparation of post-award setup (budgets and associated project setup activities)
4. Implement contract and grant administration purchase and expenditure control process.
5. Respond to inquiries for interpretation, monitoring, and analysis regarding operating policies and procedures.
6. Ensure accuracy of personnel time and effort reporting in ECRU system and work with GFA's and PI to update/correct errors.
7. Work with PIs in handling patents, intellectual properties and clinical trials as required.
8. Deliver training to departmental administrative staff on a regular basis regarding research administration and compliance
9. Work with Faculty and provide feedback and counsel to improve financial planning, clinical productivity, recruiting, and academic activities.
10. Work with the VP to provide adequate staff support to ensure administrative needs are provided throughout the divisions/departments.
11. Meet regularly with VP to discuss Center matters and operational issues and develop plans to further the goals of the Organization.
12. Effectively collaborate on a continual basis with the office of Grants and Contracts and other collaborators, to implement efficient and relevant business processes
13. Manage spending on grants so that all expenditures are appropriate and allowable within the grant budget and period, and adhere to relevant policies and regulations.

Center Support
1. Provide support for Center business activities, including but not limited to: purchasing, facilities, travel, and reporting required by the institution.
2. Maintains working relationship with central departments through daily interactions.
3. Mentors analysts and administrative staff.
4. Serves on committees as requested.

Performance Metrics, Program Evaluation & Enhancement
1. Design and develop business plans and financial projections to assist in the development, evaluation and implementation of new ventures, services, partnerships and acquisitions.
2. Monitor the return on investment (ROI) semi-annually for each business plan and submit to leadership team with analysis and recommendations.
3. Work with leadership team to develop performance metrics and evaluation tools for measuring each aspect of clinical contracts and quarterly performance indicator reports.
4. Provide analysis of performance metrics reports and updates financial dashboard.

Grants/SPF management
1. Collaborate with Foundation on preparing grant reports as requested.
2. Monitor and/or prepare monthly special purpose funds performance reports and resolve discrepancies as needed.
3. Work with Grants Management Office in preparing for new grant submissions as well as monitoring on-going grants expenses to ensure appropriate accounting of grant related expenses and FTE allocation and make corrections as needed.

Project Management
1. Creates project plans with milestones, deliverables and accountability assignments.
2. Proactively work with project team to ensure projects are delivered on budget in a timely manner.
3. Participate in short- and long-range planning and policy or program development by analyzing operational policies, resource utilization, etc. and developing recommendations for Center management.
4. Maintain professional growth and development and enhance quality improvement initiatives and regulatory compliance through seminars, workshops, and professional affiliations to keep abreast of the latest trends in field of expertise.
5. Perform other related duties as assigned or requested.
