Summary:

The Contract Specialist , in the Management Bureau/Office of Acquisition and Assistance (M/OAA), is responsible for all pre-award and post-award functions involving highly complex negotiated procurements of significant importance to the agency. Requirements of the contracts, grants, cooperative agreements, inter-agency agreements are typically highly specialized and involve complex systems or sensitive international programs.

Duties and Responsibilities:
  • Perform assignments with appropriate guidance, as the incumbent at this intermediate level.
  • Complete tasks that reflect a clear understanding of applicable principles and policies.
  • Demonstrate in-depth analysis to achieve a higher level of independence on work products.
  • Lead new awards from solicitation through completion.
  • Participate as an active team member for a competitive RFP or for a competitive RFA.
  • Conduct relevant research and analysis to correctly apply regulations and policies, and in turn produce a high-quality defensible work product.

Analyze Sources for the Items/Services Procured - 30%
  • Analyze generally available sources for the products or services to be procured, although searching of the market or use of sole source suppliers are sometimes required.
  • Prepare solicitation documents.
  • Conduct detailed analyses of all elements of cost in contractor proposals.
  • Determine the competitive range and prepare defensible justifications when required.
  • Participate in pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract.
  • Issue necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities, or clarification of contract clauses or subcontracts.
  • Explore and evaluate established contracting approaches to arrive at an equitable contract arrangement.

Monitor Contractor's Performance - 20%
  • Independently review contractor performance through correspondence and telephone conversations for completion of applicable contract clauses.
  • Recommend issuing cure or show cause notices when the contractor is not in compliance.
  • Review official contract files to ensure no pending administrative action; contract is complete in every aspect and ready to close, and to obtain approval of all closeout documentation.
  • Respond to protests by researching and developing necessary analysis, documentation, and history.
  • Work with the GC in preparing the agency's position.

Policy Research, Analysis, and Interpretation - 20%
  • Conduct policy or program studies following established methods, procedures, and guidelines, and make recommendations for approval.
  • Analyze and identify procurement issues and policies and their impact on local procedures.
  • Participate in the development of local acquisition policy and guidance materials for contracting personnel.
  • Assist in developing and submitting various reports, such as small business goals, workload status, etc.

Procurement Program Planning Work - 10%
  • Assist in the development of objectives for the program in terms of competition and price range, and construct the contractual or assistance vehicle, which includes the use of pricing arrangements, subcontracting policy, set-aside polices, and similar considerations.
  • Maintain and monitor current acquisition plans, appropriate milestone charts and related schedules, and keep M/OAA management informed of anticipated workload demands.
  • Provide advice to project personnel on effective implementation and time frames required.
  • Serve on project review committee.
  • Advise program officials of the procurement instruments to be used and assist in the preparation of statements of work.
  • Provide training to new project/technical staff on USAID regulations and FAR requirements.

Negotiate Procurement of Products/Services Using a Variety of Contract Types - 10%
  • Utilize various contract methods and types with nonstandard terms and conditions such as price re-determination, urgent delivery requirements, security classification requirements, extensive special provisions, or cost and performance incentive provisions are compliant.
  • Assist in planning the negotiation strategy, coordinate the strategy with the negotiation team, and lead the negotiations which are conducted with contractors/grantees to develop the contact/grant prices and terms.
  • Assist in the preparation of the agreements.

Contract Compliance Review - 10%
  • Conduct staff compliance review of a wide range of contracting actions.
  • Advise technical office counterparts and contractors on their administration responsibilities contained in the contract.
  • Terminate contracts for the convenience of the government or default by the contractor.
  • Assist in the preparation of all documentation necessary to support and defend termination decisions.
  • Negotiate termination claims.
  • Work with the GC in preparing the agency's position and Contracting Officer reports to support the government's defense on protests to the GAO.
  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • High school diploma or GED required
  • Active Secret clearance required

Knowledge, Skills and Abilities:
  • Knowledgeable of contracting principles, laws, statutes, Executive Orders, regulations and procedures applicable to pre-award and/or post-award actions sufficient to procure and/or administer contracts for a variety of specialized equipment, services, and/or construction, or to conduct studies of problem areas and develop standard methods and operating procedures.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
