Are you interested in representing Arlington County at the state level as a registered lobbyist? We are seeking a talented professional to manage our Legislative Affairs program by representing Arlington County’s interests and developing strong relationships and coalitions with state, local, and federal legislators and other public officials, advocacy groups, commissions, committees, lobbyists and stakeholders especially the Arlington delegation. You will spend considerable time in Richmond during the legislative session to negotiate for and to provide input on current and pending legislation. You will also monitor, track and evaluate the impacts of the yearly legislative package, advise County leadership of legislative actions and changes, and develop and execute strategies and approaches to coordinate the County’s response to pending and new legislation.

The successful candidate is familiar with local government challenges, opportunities and interests, and has experience effectively assessing operational and fiscal impacts of public policy issues and legislation, and exercising considerable independent judgment in the achievement of the County’s legislative goals. This Liaison will have working knowledge of state, regional and local legislative processes and the ability to successfully advocate the County’s public policy interests with legislative and executive officials and may also advocate at the federal level. Serving as an Ambassador for Arlington, the Legislative Liaison will also represent the County’s interests regionally with organizations such as Washington Area Council of Governments, the Northern Virginia Transportation Commission, the Virginia Association of Counties, the Virginia Municipal League, and the Northern Virginia Regional Commission on legislative concerns.

This employee reports directly to a member of the County Manager’s executive team, makes judgments and decisions independently while representing the County on critical legislative issues, handles a large volume of work in a high pace environment while working remotely, and reacts quickly to changes in priorities and new information.

If selected, you will:
  • Proactively research and track progress, status and impacts of state and federal legislation on County operations and policies
  • Communicate and advise the County Manager, County Board, senior executives and stakeholders of the impacts of proposed legislation in a variety of functional areas including, but not limited to transportation, economic development, land use, human services, finance, and public safety
  • Attend meetings and hearings to stay informed and to represent County interests or concerns
  • Explain complex legislative or regulatory issues to different audiences and communicate effectively orally and in writing
  • Advocate at a grassroots level in a thoughtful and deliberate manner to promote County interests to legislative representatives and stakeholders
  • Build coalitions through consensus, forge and develop collaborative relationships and strategic partnerships with legislative representatives, policy developers, community stakeholders, constituent and business groups, and executives at the County, local, state and federal levels
  • Advise, develop action plans, and advocacy strategies for attaining legislative objectives and assure coordination of County response among all County agencies
  • Prepare reports, memos and talking points for the General Assembly session
  • Draft amendments to legislative bills promoted by the County or others
  • Prepare presentations and position papers, fact sheets, issue summaries or status reports and deliver testimony at hearings
  • Coordinate the annual distribution of all enacted State legislation to County departments which have primary responsibility for implementation.

Selection Criteria

Minimum: Bachelor's Degree in Public Administration, Public Policy, Political Science, Communications, Governmental Affairs or related field from an accredited college or university plus experience as a legislative liaison or similar experience that includes:
  • representing governmental agency legislative interests at the local and state or federal levels;
  • analyzing, and advising agency executives of the impacts of legislative regulations on government agency policies and operations; and
  • developing policies and executing strategies to achieve agency legislative agendas.

Substitution: Additional qualifying related experience may be substituted for the education requirement on a year-for-year basis.

Desirable: Master’s degree in a related area. If you have experience in one or more of the following areas, you may be given preference:
  • Serving at an executive level as a legislative liaison for a local government agency;
  • Performing legislative affairs with the Virginia General Assembly;
  • Coordinating legislative affairs in a variety of functional areas;
  • Building partnerships and coalitions on local, state, and federal levels to promote local and/or regional legislative actions or concerns; and/or
  • Working with state and federal lobbyists.

A background check will be made on all candidates who are finalists for the position. It may include checks on the following: criminal record, driving record, education, professional licensure, and credit rating and may require signing a release authorizing the County to obtain this information.

This position requires considerable travel. This Liaison will represent the County during the annual legislative session of the Virginia General Assembly and attend legislative meetings throughout the year, primarily in Richmond, as well as other sites in the state. Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator’s license (or CDL) from the applicant’s place of residence.

Additional Information

Starting salary will depend upon the qualifications and experience of the candidate selected and by applicable pay rules within the salary range listed. This position is in the Arlington County Government's Extended Management Accountability Program (XMAP), in which Senior Executives are eligible for a negotiated salary/benefits package and are evaluated and compensated per a performance agreement linked to the County Management Plan, and results achieved and a multi-rater appraisal. XMAP is a flexible total rewards/compensation system directly linked to performance and the market.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
