This position is part of WMATA Office of Joint Development and Adjacent Construction (JDAC) within the Office of Adjacent and Task Order Construction (ATOC), has the lead responsibility to oversee Owners, Developers and Contractors (ODCs) who may contemplate construction activities that are adjacent to, beneath, on, or over existing WMATA property, facilities, roadway and/or operating Rights of Way, to insure that no adverse impacts will be caused to WMATA facilities and operations. In fulfilment of these responsibilities, the incumbent must be able to analyze potential impacts to WMATA's facilities and operations and coordinate recommended design reviews and construction activities with field oversight staff. Candidate must have excellent communication skills, both written and oral, to ensure that internal and external stakeholders' needs are clearly understood and addressed. Experience in construction management as well as possessing a working knowledge of electronic document management software applications and Microsoft office applications is strongly desired.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or a related field and a minimum of seven (7) years of experience in the development, review and management of construction projects and agreements. Extensive progressively responsible experience in the coordination and review of construction related projects and agreements with various governmental and private organizations.

Or, an equivalent combination of post-high school education and nine (9) years of experience in the development, review and management of construction projects and agreements. Extensive progressively responsible experience in the coordination and review of construction related projects and agreements with various governmental and private organizations.

Registration as Professional Engineer or Engineer-in-Training is desired..

Job Summary/Duties:

This is a working project lead position responsible for projects within the Joint/Adjacent Construction Office in the Division of Design, Engineering and Construction (DECO). Responsibilities include effective organization of the Section, developing and implementing programs for the planning, coordination, development, implementation, and tracking of joint, reimbursable, and adjacent construction projects within the Authority. The incumbent's performance will be measured on the effective management of assigned projects and resources in the planning, coordination, development, implementation and tracking of joint, reimbursable, and adjacent construction projects within the Authority. The incumbent will work closely with the operating offices of the Authority and outside agencies to ensure projects meet the needs of the offices and ultimately the Authority.

The Joint/Adjacent Construction Engineer reports to the Assistant Project Manager or Project Manager and assists in accomplishing the objectives of the Branch.

Plan, proposes, operates, coordinates and otherwise participates in the development of those policies, procedures and programs pertinent to the tracking, coordination, and review of joint, reimbursable, and adjacent construction projects within the Authority.

Negotiates or assists in the negotiation of construction agreements with sponsoring entities for joint, reimbursable, and adjacent construction projects that are reflective of Authority policy. Coordinates the review and approval of the agreements within the Authority. Tracks and assures right-of-way certifications are issued for joint, reimbursable, and adjacent construction projects.

Responsible for the preparation of estimates of the Authority's costs related to joint, reimbursable, and adjacent construction projects.

Assures that appropriate job numbers are assigned and properly utilized to track the Authority's costs related to assigned construction projects. Coordinates with ACCT on the billing and receipt of a project related funds from outside agencies. Reviews charges to the job numbers to ensure they are correct.

Represents the Authority in meetings with projects' sponsoring governmental agencies and private parties relating to their projects.

Coordinates with sponsoring entities and their consultants during the design and planning phases of joint, reimbursable, and adjacent construction projects by reviewing and analyzing designs, drawings, life-cycle costs and specifications. Coordinates technical reviews of shop and working drawings for projects with appropriate WMATA offices.

Develops or obtains engineering and administrative data necessary for the planning, scheduling and control of joint, reimbursable and adjacent construction projects.

Secures approval from the Authority operating offices on final design as well as construction contract documents and agreements for joint, reimbursable, and adjacent construction projects.

Develop agreements and ensures the plans for adjacent construction and reimbursable projects which are in accordance with the Authority design standards and the safety requirements of the Authority.

Reviews and coordinates plans and activities for all projects to be built adjacently to the operating Metro system, ensuring that the projects will not have a detrimental effect on WMATA facilities or operations.

Directs and manages project support requirements to include coordinating duties with internal and external offices, directing work, and acceptance of completed project work.

Prepares project-related correspondence to consultants, contractors, other Authority departments and outside agencies.

As authorized, signs project-related correspondence to consultants, contractors, other Authority departments and outside agencies on routine, non-controversial issues.

Performs related duties as assigned.
