Plans Examiner II - Residential & Small Business Project Facilitator

An Overview
The Residential & Small Business Project Facilitator will be the primary point of contact for homeowner-applicant projects, start-up or expanding small to mid-size businesses, and first-time in the City contractors and property-owners; as well as, conduct complete combination code plan reviews for qualifying homeowner and small businesses projects. This work is performed under the general supervision of a Plan Review Services Division Chief.

The Opportunity
  • Provides a single point-of-contact for both customers and staff throughout the entire permit process;
  • Guides designated permit applications throughout the regulatory process, monitoring progress toward permit issuance, final inspection and certificate of occupancy;
  • Performs combination plans examinations in accordance with the USBC for qualifying homeowner and small businesses projects;
  • Continually reviews, evaluates and implements best code processes and customer relation practices found across the country; uses surveys or other means of monitoring to adjust the program to maintain a high-quality level of service;
  • Calculates building permit fee, assembles permit related documents and verifies all required plans examination procedures are complete;
  • Conducts research, as needed, and evaluates equipment, materials and construction assemblies for compliance with USBC requirements and industry standards;
  • Performs public outreach to educate the public and business community regarding the services offered and to receive input to establish the best customer service practices;
  • Develops strong working relationship with Alexandria Economic Development Partnership (AEDP), Small Business Resource Center and Alexandria Chamber of Commerce to assist with potential projects and develop implementation strategies;
  • Acts as the ombudsmen and partner with other City departments to help ensure the applicant successfully manage requirements for each department by establishing strong, cooperative relationships with department management;
  • Attends meetings as required

The Ideal Candidate
To qualify for this position, you must possess an Associate’s degree in engineering, architecture, building construction or related sciences; three years of experience performing professional engineering work in the Plans Examiner's primary discipline - architectural or structural, mechanical, plumbing, energy conservation, electrical, fire protection, or one year of satisfactory performance employed as a Plans Examiner I; or an equivalent combination of education, training, and experience. A valid driver's license is required, and selected candidate must successfully complete the following Virginia Department of Housing and Community Development (DHCD) Plans Examiner II certifications within the employee's probationary period of twelve (12) months after their original appointment.

The ideal candidate,must meet the requirements above, as well as be a professional and have the energy, vision, desire and passion needed to service the residents and small business owners of Alexandria. The ideal candidate will assist customers with understanding city processes and requirements, work with other departments and agencies to facilitate stream-lined reviews and performs combination plans examination work reviewing residential and commercial construction documents for compliance with Virginia’s Uniform Statewide Building Code (USBC). The Facilitator requires demonstrated proficiency in the application of code and industry knowledge in architectural, energy conservation, mechanical, plumbing, electrical and fire protection disciplines. This position will work independently and effectively with minimum supervision.

About the Department
The City of Alexandria's Department of Code Administration 's focus is to assist customers to achieve compliance with the Virginia's Uniform Statewide Building and Maintenance Codes (USBC), and the City Code nuisance and development provisions. Minimum & Additional Requirements

An associates degree in engineering, architecture, building construction or related sciences; three years of experience performing professional engineering work in the Plans Examiner's primary discipline - architectural, electrical, fire protection, mechanical, plumbing energy or structural; or one year of satisfactory performance employed as a Plans Examiner I with the City of Alexandria; or an equivalent combination of education, training and experience.

Necessary Special Requirements

Successful completion of the following Virginia Department of Housing and Community Development (DHCD) Plans Examiner II certifications within the employee's probationary period of twelve (12) months after their original appointment:
  • DHCD Residential Building Plans Examiner Certification and NIMS ICS-100 & IS-700 Certifications
  • DHCD Commercial Building Plans Examiner Certification
  • DHCD or ICC Energy Plans Examiner Certification


Preferred Qualifications

A certified and practicing combination - building, energy conservation, electrical, mechanical and plumbing - plans examiner.
