Summary:

The Emergency Management Specialist will work at the U.S. Agency for International Development (USAID) Office of Management Services (M/MS). The Emergency Management Specialist will design and develop Occupant Emergency Plans (OEP) for USAID office space in the Washington, DC area that is compliant with GSA, FPS, and OSHA Emergency Action Plan (EAP) requirements.

Duties and Responsibilities:
  • Design and develop an OEP Guidance Flipbook (printed by USAID) with directions for occupants to follow during emergencies, regardless of location.
  • Create executable, tactical procedures to be followed by emergency response personnel at USAID in the event of an emergency, with special emphasis placed on tool development, such as: (1) Checklists;
  • Timelines/Orders of Operation; (c) Flowcharts; and (d) Job Aids.
  • Prepare emergency signage (printed by USAID) for shelter-in-place incidents, building closures, 100% identification checks.
  • Prepare and maintain emergency procedures guidance for first responders responsible for responding to emergencies at USAID
  • Prepare for, participate in, and facilitate hotwash and after-action report (AAR) for one annual earthquake drill exercise.
  • Prepare for, participate in, and facilitate hotwash and after-action report (AAR) for one annual general evacuation exercises.
  • Prepare for, participate in, and facilitate hotwash and after-action report (AAR) for one tabletop exercise. For this exercise, the contractor will provide an evaluator who has not previously performed work on this contract.
  • Contractor shall provide an improvement plan and draft strategic recommendations based on results from the tabletop exercise within three weeks of the end of exercise (ENDEX).
  • Prepare training and production materials (printed by USAID) for annual National Preparedness
  • Month activities (no more than 5 events per year).
  • Update COOP program to comply with anticipated revisions to Federal Continuity Directives 1 & 2 (as well as any additional regulations released by FEMA/DHS during this contract's period of performance).
  • Prepare COOP Program for evaluation using the most recent FEMA Continuity Evaluation Tool with the stated objective being to earn exemplary scores.
  • Prepare for, participate in, and facilitate hot-wash and after-action report (AAR) for one annual FEMA Continuity of Operations exercise.
  • Prepare for, participate in, and facilitate hot-wash and after-action report (AAR) for one annual telework exercise for a minimum of 5 USAID/W bureaus.
  • Update rosters and essential records inventory, as needed.
  • Support alert and notification testing and training.
  • Support the facilitation of annual COOP awareness training for each division at USAID (approximately 23 subcomponents)
  • Support Annual Telework Exercises
  • Support monthly submission of the Readiness Reporting System (RRS)
  • Support NCS 3-10 testing and reporting
  • Facilitate monthly USAID COOP Working Group meetings
  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • Bachelor's Degree required
  • 10 years of emergency management consulting/related experience.
  • Experience as a support contractor, government staff, or industry staff
  • Experience with Microsoft Office, including Excel, PowerPoint, and Outlook
  • Experience with completing individual tasks effectively
  • Experience with working in a team environment
  • Secret Clearance

  • Ability to gather and analyze data effectively
  • Ability to apply critical thinking to a wide variety of problems
  • Ability to comprehend and analyze complex problems
  • Possession of excellent oral and written communication skills
  • Ability to travel
  • Ability to provide coverage eight hours per day between the hours of 6:00 AM and 6:00 PM, Monday through Friday for a total of 40 hours per week.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
