Location of position: U.S, General Services Administration, Pubic Buildings Service, White House Service Center Complex, 725 17th Street NW, Washington DC 20503.

This office is responsible for overseeing the delivery and/or execution of operational management and maintenance services.

Responsibilities

(Condition of employment): This position requires the candidate to be reached during non-assigned working hours, with a reasonable expectation, in order to facilitate the running of the White House Service Center Complex that operates 24 hours a day, seven days a week. Incumbent is subject to being called at any time for emergency situations involving buildings managed.

Potential for varied shift (AM/PM) schedules.

This position is a Critical Sensitive National Security Position. To work in this position, you must undergo a background investigation. Selection to this position is contingent upon you being determined to be eligible for a National Security Clearance Top Secret required for access to the White House Center Complex by the Executive Office of the President. Reinvestigations are conducted periodically after appointment. Retention in this position is contingent upon you maintaining eligibility for a National Security Clearance Top Secret for access to the White House Service Center Complex with the Executive Office of the President.

An Engineering Technician (Mechanical) is responsible for performing nonprofessional high priority technical work in functions such as development, design, evaluation, construction, inspection, application, standardization, testing, or operation of engineering facilities, structures, systems, processes, equipment, devices, or materials.

As an Engineering Technician (Mechanical), performs the following duties:

• Supports projects budget activities both above and below prospectus funding levels. Ensures construction estimates, balanced cost control, and completion of estimates are met. Estimates are reviewed for accuracy. Participates in (a) construction operations and methods involved and the time required to complete each phase or feature, (b) various types and capabilities of construction equipment required and cost of operation and maintenance, (c) material types and quantities, and (d) overhead and other costs.
  Participates in repair, alteration and systems replacement project concepts, designs, costs, benefits, and priorities.
• Assists with tracking short and long-term repair and alteration programs for the facilities. Performs long range engineering planning studies and recommends benefit to cost actions for the facilities.
• Serves as either a Contracting Officer's Representative (COR) or the Contracting Officer's Technical Representative (COTR) on contracts for construction projects, building services, design and construction projects. Makes sketches and working drawings of improvement projects. Prepares statements of work for the contract specialist's use when engineering specifications are required.
  Updates and revises mechanical, electrical, controls and piping schematics and drawings as systems. Assists in resolving contract disputes and provides technical determinations to support the government's position for disputes. Participates in evaluation of energy conservation techniques and equipment and in the analyses of energy load .
• Performs quality assurance inspection of maintenance work, including preventative maintenance work. Develops and carries out random sampling of items to be inspected. Records findings of inspection of each item (or sample of items) of maintenance work inspected using Agency Form, or other software database programs. Records inspection findings in computerized maintenance management database systems. Re-inspects to verify completion and acceptability of remedial maintenance work performed. Participates in efficiency determinations involving heat balance computations and measurements at equipment and in the performance of overall system efficiency field tests, using state-of-the-art instrumentation.
• Maintains good customer relations and communications with customers both external and internal to the Agency. Responds to inquiries and resolves complaints. Creates a relationship with customers that builds trust, exhibits a positive, caring and professional attitude.
• Manages and makes small purchases via government credit card to facilitate Operations and Management (O&M) activities above and beyond the O&M contract thresholds.

If selected, you must meet the following conditions:

• Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
• Serve a one year probationary period, if required.
• Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
• Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
• Submit to periodic and random drug testing where a urinalysis will be used to screen for illegal drug use. A negative test result is required before you start.
• Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-09 salary range starts at $59,534 per year.

The GS-10 salary range starts as $65,561 per year.

The GS-11 salary range starts as $72,030 per year.

The GS-12 salary range starts as $86,335 per year.

To qualify for the GS-09, all candidates must have one of the following: possess one and half years of graduate education in the electrical/electronic field OR possess at least one year of specialized experience equivalent to the GS-08 grade level in the Federal service as defined below. Specialized experience is experience applying a practical knowledge of mechanical engineering principles, techniques, methods, and precedents and may have been gained by assisting with technical work in functions such as development, design, evaluating, construction, inspection, testing or operation of engineering facilities, structures, systems processes, equipment devices, or materials. Such experience includes assisting with maintaining/updating reports, contracting records and/or documents.

To qualify for the GS-10, all candidates must have one of the following: possess two full years of graduate education or a master's degree in the electrical/electronic field OR possess at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service as defined below. Specialized experience is experience in the operation of high pressure steam, refrigeration and boiler systems to include monitoring, operational servicing and troubleshooting of plant mechanical and electrical systems.

To qualify for the GS-11, all candidates must demonstrate at least one year of specialized experience equivalent to the GS-10 grade level in the Federal service as defined below. Specialized experience Specialized experience is work that has provided a practical knowledge of mechanical engineering principles regarding boiler plant and refrigeration plant systems and associated distribution systems; and a working understanding of trade practices, accepted safety policies, and use of protective equipment.

To qualify for the GS-12, all candidates must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service as defined below. Specialized experience is work that has provided expert knowledge of mechanical engineering principles and concepts regarding boiler plant and refrigeration plant systems and associated distribution systems; and a working understanding of trade practices, safety policies, procedures and guidelines to work conditions, work practices and protective equipment used in the facilities.

Bargaining Unit status: This position IS covered by a bargaining unit.

If you are selected at a grade lower than the full performance level, you may be promoted up to that grade level without having to re-apply or compete against other applicants.
