Responsibilities

You will serve as a Project Manager (Acquisition), responsible for planning, organization, execution, and coordination of the acquisition program(s) assigned in accordance with approved charters and applicable acquisition policies and procedures, including the Major Systems Acquisition Manual and non-major Acquisition Process Manual. The specific role for this position is as the Test and Evaluation Manager for the Offshore Patrol Cutter acquisition program (CG-9322).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical duties include:
  • Developing and maintaining program budgets and funding profiles. Work with matrixed agencies to develop obligation plans and funding documents.
  • Directing the development and documentation of long- and short- range planning efforts, comprehensive studies and detailed analyses in support of the acquisition.
  • Providing administrative and technical supervision to project/staff government employees and technical support contractor workforce.
  • Developing strategies for planning and developing acquisition projects to include working closely with the Project Resident Office, the U.S. Navy, and other matrixed stakeholders to plan and implement a comprehensive test program resulting in the verification and validation of all program requirements..
  • Providing and establishing guidelines and performance expectations and evaluates performance for staff members.
  • Serving as agency acquisition project management lead, overseeing the analysis of the effectiveness of the acquisition project(s).
  • Demonstrated understanding and ability to successfully draft and route program documents for review and signature in support of milestone decision events.

Qualifications

To be considered at the GS-14 level: Applicant must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Examples of specialized experience include: managing cost, schedule, and performance of a project or program; optimizing system design and logistics support for minimum acquisition lifecycle cost; operating as a member of a system Configuration Control Board or source selection; developing project plans such as the Project Management Plan, Logistics Plan, Acquisition Plan, Test Plan, etc.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
