This position is located in the National Oceanic and Atmospheric Administration (NOAA), office of the National Environmental Satellite, Data, and Information Service (NESDIS), National Centers for Environmental Information (NCEI), Oceanographic and Geophysical Science and Services Division (OGSSD), with one vacancy in Silver Spring, MD, and three vacancies in Stennis Space Center, MS.

Responsibilities

As a Research Oceanographer, you will perform the following duties:
  • Serve as a research Oceanographer that carries out research and inherent data stewardship activities in relation to an assigned organizational product area whose objectives are to build the long-term coastal data record; and to conduct integrated scientific analyses of coastal and marine environmental data sets to better understand historical trends, anomalies, and the frequency of event occurrences.
  • Gathers stakeholder requirements to inform research and document stakeholder needs for scientific data stewardship and product development using established organizational methods; apply requirements to the design of research program elements. Apply research findings broadly to address challenges confronted by resource planners, managers, regulators and industries.
  • Apply scientific data stewardship best practices in compliance with National Oceanic and Atmospheric Administration (NOAA) Environmental Data Management Policy. Collaborate with stakeholders to research and develop innovative methods and techniques which may be implemented to improve outcomes.
  • Provide leadership in the development of authoritative long-term environmental data records to create referential data products. Manage environmental data systems and use advanced applications to analyze real time and/or historical data. (Ability to lead the analysis, interpretation, and communication of information exchange with stakeholders.) Apply new data analysis techniques to solve complex data analysis and access challenges; ensure accuracy of information by conducting reviews and tests of information. prepares and/or performs briefings and presentations as required to support program reviews.
  • Serve as task monitor for contract and/or NOAA grantee research staff; monitoring project cost, schedule and performance. Serve as the organization's technical representative on panels, committees, and conferences, etc., and makes significant contributions toward resolving actual or potential problems relative to assignments.

This position requires a Moderate Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 1360 series:

EDUCATION:

A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

OR

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants MUST possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service.
  • Conducting oceanographic data stewardship or analysis activities to support ocean research or products;
  • Collecting stakeholder requirements to inform research or product development;
  • Gathering and adjudicating stakeholder requirements for oceanographic research, data, products or service; and
  • Leading cross-organizational collaboration as a subject matter expert or problem solver.
  • Ability to work across organization lines in collaboration with a variety of individuals and groups.

    Silver Spring, Maryland is home to NCEI's Subsurface Oceanography Section under the Oceanographic and Geophysical Science and Services Division (OGSSD) which focuses on global ocean in situ data and scientific products and publications based on the data

    Stennis Space Center, MS is home to both NCEI's and OGSSD's Information Services Branch, which focuses on user services for oceanographic data and scientific products as well as unmanned observing systems, and the Marine Ecosystems Section, which focuses on coastal and ecosystem data, scientific products and services.

    You will be evaluated for this job based on how well you meet the qualifications above.
