Job Announcement

Works within the Mission Support division and under the Financial Specialist III, the position is responsible for the day to day grants financial management, administration, documentation, and reconciliation. Performs detailed accounting duties to ensure that the comprehensive grant financial records and reports are maintained in accordance with Fairfax County Department of Management and Budget, Department of Finance, and federal/state guidelines as required by the grantor. Primary job responsibilities include managing all financial and accounting aspects of multiple, multi-agency, multi-jurisdictional complex grant programs awarded to OEM involving federal, state, and private grantors. Assists in preparation of annual, quarterly and carryover budget submissions. Monitors and tracks all grant financial and procurement activities. In addition, reconciles all grant programs monthly including revenue, personnel services, operating expenses, and capital equipment transactions. Ensures that all grant submissions meet the grantor's strict timelines pertaining to reporting and reimbursements. Coordinates with administrative and program staff on related grant funded budgetary matters. Researches grant opportunities and assists with the development of grant proposals. Serves as the Grant Specialist liaison with the grantor agencies, other county agencies, auditors, and agency grant program managers. Exercises considerable independent judgment with regard to a broad range of significant issues including: administration, budgeting, audits, cost allowability/allocability, proposal development and development of fiscal policies and procedures to support agency grants management and funds administration.

  • Prepares and/or analyzes financial data and makes recommendations;
  • Plans, organizes and participates in the reconciliation of funds;
  • Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
  • Reviews and verifies postings to appropriate ledgers and subsidiary accounts;

  • Ability to prepare, interpret and analyze financial reports and statements;

Employment Standards

MINIMUM QUALIFICATIONS :

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

PREFERRED QUALIFICATIONS:
  • Knowledge of federal grant programs preferably Department of Homeland Security
  • Ability to effectively communicate verbally and in writing
  • Ability to extract data, analyze and present
  • Ability to problem solve
  • Proficiency in the use of information technology tools applicable to modern office productivity software for
  • communicating (email), planning, scheduling, spreadsheets and word processing


CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • FEMA Professional Development Series Certificate (On-line classes) - (Required within 24 months)
  • Incident Command System (ICS) 100 (Required within 12 months)
  • Incident Command System (ICS) 200 (Required within 12 months)
  • Incident Command System (ICS) 700 (Required within 12 months)
  • Incident Command System (ICS) 800 (Required within 12 months)
  • Incident Command System (ICS) 300 (Required within 18 months)
  • Incident Command System (ICS) 400 (Required within 18 months)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit check, driver's license check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
The position requires individual to be able to lift up to 25 pounds, speak articulately in person and on the telephone, work long periods at a desk and participate as required as a civilian member of an emergency response organization. All duties may be performed with or without reasonable accommodations.
