Job Announcement

Oversees the application of enterprise level telephony capabilities and technicians. Oversees the county's day-to-day telephony communications functions and support of services ensuring the operation, performance, and availability of the county's voice systems, video teleconferencing platforms, contact center solutions, and networks. Works under the general supervision of the Platforms Technology Manager in the Department of Information Technology (DIT).

Responsibilities include:
  • Coordinates and provides operational and technical direction over the county's telephony service providers and associated contracts.
  • Responsible for overall communications systems development lifecycle requirements.
  • Participates in strategic planning for advancing communications capabilities and integration with wireless and platform infrastructure.
  • Coordinates with vendors, regulating agencies, county agencies and business practice areas in DIT.
  • Develops operational procedures, performance measures and project plans, and continually looks for improving operational efficiencies and cost.
  • Performs administrative management duties such as procurement actions, development of Voice Services budgets, approval of invoices, and contract management, and works closely with DIT Policy Planning and Administration for telecom billing and charge-back.
  • Directs and prioritizes the work of staff; conducts staff evaluations and development plans.
  • May serve on county committees, make presentations, and perform other duties as assigned.
  • Required to be available 24x 7 as needed to respond to system issues; and/or work extended schedules and/or after normal work hours for projects, operational maintenance, and support of county EOC activation.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Possession of a bachelor's degree in computer science, or closely related field; plus five years' experience in systems design, development, and maintenance in a large information systems environment, including supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Stays abreast of telephone industry innovation and FCC and other regulatory matters. Demonstrated progressively responsible experience managing large multi-protocol, enterprise networks, with metropolitan area large-scale telecommunications voice and wireless on premise or other. Intensive knowledge of telecommunication industries and trends. Five years in a senior telephony engineering capacity. Experience in enterprise communications network design and implementation using a wide variety of contemporary protocols to include broadband. Familiarity with wireless, telephony systems and experience with voice mail, messaging, IVR, CIT, VOIP, Video Conferencing, Microsoft Teams, and Avaya PBX, and Contact Center solutions. Knowledge of cabling systems, telephony network topologies, and Microsoft applications. Must have experience supervising professional and technical teams. Excellent written and oral communications skills and demonstrated project management skills.
