Job Announcement

Manages Community Education and Provider Services (CEPS) daily operations; supervises staff, including the Child Care Specialist III positions and professional development team, and ensures that CEPS administrative systems operate smoothly and efficiently. Coordinates and directs program services related to permitting family child care homes, the USDA food program and professional development of family child care providers. Reviews and implements the Fairfax County Child Care Ordinance for family child care homes and oversees the recruitment and retention of permitted providers and providers who participate in the USDA food program. Monitors program expenditures, analyzes program trends and management reports, develops grant applications, and administers grants. Assists with the overall planning and direction of the division. Prioritizes workload of staff and assists in developing teams and adjusting their caseloads. Oversees the work of CEPS teams and assists in reviewing team goals and reports. Completes and reviews performance evaluations and chairs monthly staff meetings. Writes reports. Presents information about CEPS policies and activities to a variety of audiences. Duties are performed Under the supervision of the Child Care Program Administrator II in CEPS. The successful candidate will have the ability to perform short and long-range planning and monitor effectiveness of programs; plan and implement policies and procedures; manage projects and supervise and mentor staff; and work independently and as a leader of a team. Duties include but not limited to:
  • Approving family day care homes applying for permits, and renewing their permits annually.
  • Providing professional development and technical assistance to staff, family child care providers and day care centers.
  • Assessing homes for participation in the Child and Adult Care Food Program and/or the Child Care Assistance Program and provides guidance and technical assistance to staff to provide support.
  • Providing professional development sessions for family child care providers in a variety of subject areas including permit compliance, USDA CACFP compliance, and other quality improvement activities.
  • Preparing and leading monthly staff meetings.
  • Writing articles for newsletters and other publications and produces flyers and brochures on a variety of child care topics.
  • Providing support and technical assistance on complaint / concern investigations, makes recommendations regarding the disposition, and works with other agencies as needed.
  • Assisting and participating with special programs that foster Office for Children programs.


Illustrative Duties

  • Directs or assists with the development and implementation of policy and procedures
  • within the division relating to child care facility standards, program registration, fee schedules, billing, training, and/or eligibility;
  • Directs or assists with the hiring, staffing and supervision of all branches and programs within the division;
  • Directs or assists with planning for children with special needs and program requirements;
  • Develops and implements plans for program evaluation;
  • Directs or assists with preparation of the division budget and monitors division expenditures;
  • Conducts needs assessments to determine community needs for services;
  • Coordinates within the Office for Children and with other county agencies and service
  • providers to formulate strategies and long-range plans to provide services for children;
  • Coordinates expansion plans with other involved county and community based organizations;
  • Maintains cooperative relationships with other county agencies, service providers, and community based organizations;
  • Attends meetings with subcommittees of the Child Care Advisory Council and other advisory groups/committees as appropriate;
  • Provides a public relations liaison with local, state, and national child care groups.


Required Knowledge Skills and Abilities

  • Extensive knowledge of day care administration and child/family development programs;
  • Demonstrated skills in needs assessment and strategic planning;
  • Excellent skills in oral and written communication;
  • Demonstrated ability to train and monitor the activities of a large group of child care
  • professionals;
  • Ability to plan and implement program evaluation plans.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a degree in early childhood education, psychology, social work, or a closely related field;
plus four years of professional experience in child care administration, early childhood education, or related human service administration.
A master's degree may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry screening to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Three years of experience as a supervisor; experience in child care administration or early childhood development programs.
  • Skillful in the use of computer programs and related technology and experience using databases.
  • Experience supervising a large family child care program and developing and implementing child care policies;
  • Completion of a master's degree in early childhood education, child development, or a closely related field.
  • Experience working with family child care programs.
  • Experience working with USDA Child and Adult Care Food Program.
  • Excellent oral and writing skills.
  • Bilingual in Spanish and English.


PHYSICAL REQUIREMENTS:
All duties require that the incumbent have sufficient mobility to make visits to family childcare homes for program related activities as needed. Ability to lift boxes or equipment weighing up to 30 pounds. Ability to commute to various programs within the community; use computer keyboard; and communicate clearly and concisely, both orally and in writing. All duties performed with or without reasonable accommodations.
