Responsibilities

As a Supervisory IT Specialist (INFOSEC), you will perform the following duties:
  • Implement and manage National Environmental Satellite, Data, and Information Service (NESDIS) cyber security for the life cycle of IT systems and certify IT systems' accreditation testing. Oversee IT systems for compliance. Develop and provide guidance on policies and procedures for the management, acquisition and use of IT resources. Provide life-cycle management guidance for major information systems activities; and review and provide guidance on investments in computer equipment, software, and services.
  • Perform research leading to improved methods for the protection of IT systems. Develop, analyze, and test security methods and systems to prevent or limit the loss of IT resources due to unauthorized access, destruction, disclosure, tampering, or alteration. Study IT system vulnerabilities and propose solutions. Develop security standards for both government and commercial use.
  • Develop and operate IT network. Configure and manage network servers and software, identify and correct network problems, and optimize network performance. Coordinate security issues with system owners, system and network administrators and Information System Security Officers.
  • Provide the full range of supervision over a subordinate staff. Plan and distribute work; set and adjust short and long term priorities; provide advice on administrative matters; interview candidates for subordinate positions to design an effective IT team; recommend appointments, promotions, or reassignments to positions; and identify and provide developmental training.

This position requires a Special Sensitive Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-5 is equivalent to the GS-15.

Qualifications

To qualify for the 2210 series:

IT COMPETENCIES: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail ‐ Is thorough when performing work and conscientious about attending to detail.
  • Customer Service ‐ Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

    SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify at the ZP-5 or GS-15 level:

    SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
    • Developing and implementing short-term and long-term IT security plans to ensure the integrity, accessibility, and modernity of IT systems;
    • Serving as a technical expert to advise management on IT security system boundaries and weaknesses to mitigate security risks (e.g. unauthorized access, use, disclosure, etc.);
    • Conducting research and analysis to recommend, implement, and monitor IT security processes and systems; and
    • Assigning work; setting priorities; and reviewing, evaluating, and providing performance feedback to subordinates.

    Substitution of education for specialized experience is not applicable to this vacancy.
