Summary

Serve as Manager of the Logistics Management Office at the NASA Langley Research Center responsible for managing, directing, planning, organizing, and evaluating broad and comprehensive logistic management programs. Assists Contracting in performing contract surveillance. Serves as the Continuity of Operations and Emergency Management liaison responsible for ensuring the Center Operations Directorate's emergency management readiness, as well as supporting response and recovery activities.

  • Analyzes trends and obstacles to meeting goals and ensure compliance with requirements.
  • Develops and promulgates new procedures and revises existing procedures for all functional areas of a multi-functional and diverse logistics management team.
  • Identifies the logistics impacts and resource requirements of designated new, revised, or proposed programs or projects.
  • Plans, manages, and executes logistics management tasks necessary to fulfill the broad scope of project responsibilities.
  • Ensures that planned logistical elements occur as approved, from schedule, cost, manpower, and technical viewpoints.
  • Establishes performance standards and recommends functional realignment and equipment acquisitions to improve efficiency, enhance responsiveness, and effect economy in all areas of logistics management operations.
  • Assesses program areas for current and future trends and recommends programs to fit projected trends.
  • Advises management of requirements for existing and potential programs and makes recommendations to improve program effectiveness.
  • Provides management oversight of the logistics support services contract that includes ensuring appropriate contract surveillance.

Qualifications

Applicant must have one year of specialized experience equivalent to the GS-14 grade level, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience includes, but is not limited to the planning, developing, managing, directing, organizing, and evaluating day-to-day procedures and practices associated with equipment, supply and material, disposal, and contract property management, internal/incoming and outgoing mail services, flight hardware systems, ground systems, Agency-owned/GSA-leased vehicles, shipments, household goods moves, fuel usage, etc. AND developing plans and procedures required to activate and operate an alternative operating facility in support of continuity of operations/emergency management scenarios/checklists/exercises; and capture and incorporate lessons learned into plans, procedures, and identify, procure, distribute and maintain continuity of operations supplies and materials.
