The primary purpose of this position is to perform clerical and technical work in direct support of budget analysis and administration.

The organizational location of this position is: Surveillance and Reconnaissance Group (659 ISRG), 41st Intelligence Squadron, Fort Meade, MD.

Responsibilities

  • Independently performs a variety of complex budgetary, administrative, and statistical functions to support budget formulation.
  • Organizes budget data according to appropriation account, object class, and line item code.
  • Reviews estimates ensuring amounts are within established guidelines. Researches, compiles, verifies, and summarizes data involving salaries, expenses, and object class and line item information.
  • Independently performs tasks involving budget execution by compiling resource data from various financial management reports. Establishes, maintains, and updates expenditures relative to funding activities.
  • Ensures there is no over-obligation of funds.
  • Adjusts a wide variety of funds such as appropriated and industrial accounts to reflect effects of budgetary transactions (e.g., obligations, expenditures, transfers, and reimbursements).
  • Performs technical tasks in support of the financial analysis process. Conducts informal studies of financial management related procedures and processes (e.g., accuracy of shop rates, AF Form 9s, purchase requests, etc.).
  • Develops information and recommendations to be used in a variety of reports and briefings.
  • Provides quality customer service and establishes good working relationships with all employees and co-workers.
  • Provides information about budget procedures to local program managers and accounting personnel.
  • May be required to train others as well as provide advisory services on procedures, forms, and documents required to support budget estimates and requests.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must obtain/maintain Top Secret security clearance with Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • PCS expenses will not be paid IAW JTR and Air Force Regulations
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This is a Pre-Employment and Random Drug Testing designated position.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required

  • This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall (CONTINUED BELOW)

Qualifications

This is a GG-07 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-07 duties for the "Technician/Administrative Support" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Applicants must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include knowledge in the application of procedures, methods, and techniques which support the analysis and administration of the budget. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge in the application of procedures, methods, and techniques which support the analysis and administration of the budget.
2. Knowledge of a wide variety of budgetary methods, practices, policies, procedures, regulations, and precedents; and a wide range of sources, types, and methods of funding.
3. Knowledge of the accounting system and related documents used to gather and analyze budgetary information.
4. Knowledge of automated management data systems.
5. Ability to communicate orally and in writing.
6. Ability to work accurately with figures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
