Summary

Serves as the Associate Director of the Center Operations Directorate (COD) at NASA Langley Research Center responsible for providing authoritative and comprehensive strategic and tactical leadership in support of the COD mission. Assists the COD Director/Deputy Director in managing the day-to-day operations of the organization. Oversees the organization's administration and business functions, as well as initiatives required to ensure the organization is compliant with agency and center policy.

  • Provide the COD Director/Deputy Director strategic and tactical advice to achieve the organization's mission and manage the day-to-day operations of the organization.
  • Oversee the organization's administration and business functions including contracts. Provide authoritative and comprehensive advice and assistance to ensure the integration and validation of budget programs and institutionally managed requirement.
  • Provide authoritative and comprehensive advice and assistance to ensure proper administrative controls are in place to promote efficient and effective operations.
  • Provide analysis of institutional requirements including both civil servant and contractor workforces, equipment, facilities, and schedules to ensure service delivery levels are achieved.
  • Work with the COD Director/Deputy Director to resolve workforce, facility, information technology and functional offices issues.
  • Serve as the senior advocate for the Langley Management System to ensure the organization is compliant with agency and center policy.
  • Interface with executive stakeholders both internal and external to the agency/center to ensure integrated approaches with stakeholder perspectives are implemented.

Qualifications

Applicant must have one year of specialized experience equivalent to the GS-14 grade level, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience includes, but is not limited to providing strategic advice on programs, planning and executing strategies; advocating for funding required to execute program strategies; developing implementation plans to meet complex, cross-organizational challenges; providing oversight of contracts, ensuring the contract is executed within budget and meets the contract requirements; preparing, analyzing, and validating near and long-term budget planning estimates for multi-functional organizations; supporting audits, developing corrective action plans and tracking corrective actions to closure; and generating and delivering executive level presentations.

You will be evaluated for this job based on how well you meet the qualifications above.

CTAP and ICTAP candidates will be assessed using NASA STARS, an automated system that matches the competencies extracted from your resume to the competencies identified by the selecting official for the position. Based on the competencies you match, you are placed in one of three categories identified as 90, 80, or 70 point quality categories, which are defined as:
