Responsibilities

This position is located in the Residential Reentry Management Branch (RRMB) , Reentry Services Division (RSD), Federal Bureau of Prisons (BOP) under the direct supervision of the Assistant Administrator/Operations, RRMB. The Operations Section is responsible for ensuring that all financial transactions for the RRMB are recorded in an accurate and timely manner in the financial management system to produce the financial reports necessary for monitoring the financial status of the branch. The RRMB, in consultation with the Administration Division, develops BOP accounting policies and internal controls to ensure compliance with the requirements of the Department of Justice (DOJ), the Office of Management and Budget OMB), the General Services Administration (GSA), and the Department of Treasury.

Serves as a Management Analyst to the Assistant Administrator, RRMB in an advisory capacity. Involved in developing, analyzing, evaluating, advising on or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, information and documentation systems, and/or similar functions of management. They develop and implement new programs and operating procedures for the RRMB.

Is responsible for providing analysis of unique conditions involving section operations in the RRMB and recognizes and recommends to the Assistant Administrator, RRMB the need for policies and guidelines to ensure efficient operations. Will originate and prepare various policies and procedures for use in the branch.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Education:

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-12: There is no substitution of education for specialized experience for this position.

Experience:

GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-11:
  • Experience in analyzing complex budgets, analytical and problem solving methods and techniques. 
  • Experience with running reports from the Financial Management Information System (FMIS) or a similar accounting system and analyze the data to ensure accuracy of entries.
  • Experience in tracking of complex budgets and expenditures to include providing written updates and reports on the status of multiple cost centers.

GS-12:
  • Experience in providing analysis of unique conditions involving all operations in procurement. 
  • Experience in developing, analyzing, evaluating, advising on or improving the effectiveness of work methods and procedures, organizations, management controls and similar functions of management that involve difficult and complex issues. 
  • Experience in designing and maintaining databases for statistical reports of request for purchase, purchase orders, and the purchase card program.

Combination of Education and Experience:

GS-11 only: A combination of education and experience. This experience must have equipped you with the qualifications necessary to perform the major duties of this position as described above.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

This position IS included in the bargaining unit.

The representative rate for this position is $94,970 per annum ($45.51 per hour).

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.
