Summary

This position, Audit Liaison Specialist, is located in the Office of Justice Programs', Office of Audit, Assessment, and Management, Audit and Review Division. The Audit and Review Division is responsible for auditing OJP's internal controls to prevent waste, fraud, and abuse, as well as coordinating audit activity related to programmatic, performance, and grant audits conducted by the Office of the Inspector General, the Government Accountability Office, and independent accounting firms.

Responsibilities

Provides expert advice to auditors and/or other audit officials on the interpretation of accounting and auditing regulations and their application to controversial problems. Provides guidance and technical assistance for a wide range of department or agency activities, the operations of other agencies, or the activities of entities with which the organization conducts business.

Applies analytical methods and techniques to resolve financial and programmatic findings of varying degrees of complexity, identified in Inspector General audits and other external audits.

Assesses and identifies unallowable or overlapping charges in grant applications or reporting. Provides suggestions on reprogramming unallowable funds making them available to cover legitimate costs in other grant areas. As a technical expert, plans, coordinates, and provides guidance to ensure financial grant compliance and auditing of internal controls to prevent waste, fraud, and abuse. Identifies and makes recommendations to enhance and strengthen internal financial/audit controls and report deficiencies and weaknesses related to activities of the review of programmatic, administrative, or financial information.

Provides expert analysis and advice on complex program issues. Reviews and/or analyzes program issues associated with grantee responses to audit recommendations. Applies analytical methods and techniques to resolve financial and programmatic findings of varying degrees of complexity, identified in Inspector General audits and other external audits. Analyzes and evaluates records, documents, and relevant data, provided by grantees to address outstanding audit recommendations and questioned costs.

Independently plans and executes major liaison activities in support of an organizational program that impacts many agency echelons and/or geographic locations. Analyzes and resolves complex organizational or program related problems or issues in developing and maintaining relationships with various agency stakeholders in the government, private industry, and/or academic institutions. Formulates policies and procedures governing the organization's liaison activities for application across organizational lines.

Qualifications

Minimum Federal Qualification Requirements:

Grade 12:
Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.Examples of specialized experience include: providing analysis and advice on general conventional financial or grants program issues; identifying deficiencies and weaknesses related to activities of the review of programmatic, administrative, or financial information and making recommendations to enhance and strengthen internal financial/audit controls; applying analytical methods and techniques to resolve financial and programmatic findings of routine complexity; and assisting higher-grade specialists in formulating internal policies and procedures governing audit liaison activities.

Grade 13:
Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: providing expert analysis and advice on complex financial or grants program issues; determining audit phases and required integration for a multi-issue performance audit and recommending areas for audit and the appropriate methods to use to obtain related information; researching and analyzing unstable or uncommon complex program issues and recommending new or modified work methods, organizational structures, management processes, or other procedures to resolve issues; and independently formulating policies and procedures governing the organization's audit liaison activities.

Technical Qualifications:
Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Knowledge of financial management policies, procedures, and program goals.
Ability to apply analytical methods and techniques to identify and resolve financial and/or auditing issues.
Ability to provide technical assistance and consultation on financial and/or auditing matters.
Ability to communicate in writing.
Ability to communicate effectively other than in writing.
Ability to plan and execute work
