Summary

This position is located in the Federal Deposit Insurance Corporation (FDIC), Office of Inspector General (OIG), Office of Program Audits and Evaluations (PAE) and/or Office of Information Technology Audits and Cyber (ITC) located in Arlington, VA. This position is responsible for conducting high-quality work and helping to produce or producing timely reports based on reliable evidence, sound analysis, logical reasoning, and critical thinking.

  • Performing research to gather background information and identify relevant criteria.
  • Developing clearly defined assignment objectives that minimize assignment risk and consider stakeholder expectations.
  • Determining methodologies, techniques and procedures to be used to meet assignment objectives. This may include the use of specialized audit techniques, including sampling techniques, data analysis, quantitative methods, financial analysis, or a combination of these techniques, as appropriate.
  • Ensuring that program steps are logical, reflect optimal techniques, and minimize assignment risk.
  • Reviewing documents provided by or prepared by program officials to ascertain accuracy and completeness and/or to test compliance with program controls.
  • Evaluating the sufficiency and appropriateness of evidence and following up with FDIC officials to close any identified gaps necessary to develop relevant finding elements.
  • Developing and preparing supporting project documentation, including working papers, findings and conclusions with no assistance.
  • Thoroughly understanding the elements of a finding and demonstrating advanced level competency in finding development.
  • Ensuring work is completed in accordance with OIG policies and procedures and Government Auditing Standards or Quality Standards for Inspection and Evaluation.
  • Preparing accurate and concise written products, including reports or report sections that meet OIG guidelines and quality standards.
  • Keeping the Auditor In Charge (AIC) and OIG management informed of ongoing works, results, and any challenges.
  • Conducting interviews independently to obtain information or follow up on information requests.
  • Briefing FDIC management on job status and findings as they arise.
  • Providing on-the-job training and coaching to junior-level staff to advance their professional competencies.
  • Supporting policy and procedure development by providing input on design and periodic updates and suggesting process improvements.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements for a Performance Auditor:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to the Basic Requirements, the applicant must have the following specialized experience:

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience planning and executing audits or evaluations that comply with the requirements of Generally Acceptable Government Auditing Standards or the Quality Standards for Inspections and Evaluations and the preparation, review, and presentation of oral and written communications or reports encompassing the results and recommendations of the audits or evaluations.

There is no substitution of education for the experience for this position.

Applicants who are not currently in the Auditing (511) occupation series must submit a copy of their college transcript showing credit hours and grades. Education must be from accredited institutions.
