The position is located in the Office of Contracting and Personal Property Management (OCON & PPM), Smithsonian Institution, and functions as the Associate Director for Federal and Trust Contracting in the Procurement Division.

Responsibilities

  • Serve as the Associate Director for the Procurement Division for OCon&PPM, providing leadership, direction, management and supervision of the division. Plans for and manages ongoing operations of the office's contracting and procurement functions
  • Plan for, manage and oversee a staff of contract specialists engaged in the negotiation, preparation, execution, and administration of contracts for: (1) building maintenance, (2) blanket purchase agreements, (3) a variety of technical services for Smithsonian programs which may include management analysis, auditing, graphics, publishing and distribution, and similar projects, (4) supplies and equipment.
  • Review, negotiate and resolve claims and disputes
  • Plan, develop, and execute critical contracting and procurement programs. Provide operating policy and guidance to management officials at various senior levels.
  • Analyze, plan, organize, and review contracting and procurement actions in support of the overall program and mission of the Institution and establishes and implements all necessary internal and external policy relating to these areas
  • Evaluate acquisition strategies and participates in long-range strategic and organizational plans.
  • Review procurement strategy, plans, and techniques for the procurement of systems, programs or services to support the Smithsonian

Qualifications

Basic Requirements: You must meet the following basic requirements to qualify for the position at the GS-15 level:

(A) You must complete all mandatory training prescribed by the head of the agency for progression to GS-15 or higher level contracting positions, including: at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position.

AND

(B) a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

(C) Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

(D) Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Minimum Qualifications: In addition to meeting the basic requirements listed above you must also meet the following minimum qualifications:

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as performing a range of contract specializations such as negotiation, cost and price analysis, and administration; demonstrating experience in contracting principles, techniques, and a knowledge of a variety of contract types; and experience in soliciting, awarding and administering contracts with multiple instances.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Serve as principal policy advisor, assistant, and overall analyst to Deputy Director and Director, Office of Contracting on all matters concerning acquisition, procurement and contracting laws, rules, regulations, principles, methods and techniques throughout the Smithsonian Institution in its world-wide operations
  • Responsible for the coordination and operational effectiveness of the contracting and procurement functions which serve the entire Smithsonian Institution
  • Set necessary schedules and priorities; skilled in planning, organizing directing, and managing a highly specialized workforce that performs complex contracting, acquisition and procurement projects, studies, and analysis
  • Plan and directs work of staff with skill in the full range of contracting functions to include knowledge in a wide range of procurement methods, contract types, cost/price analytical methods, source selection criteria, protest procedures, dispute resolution, contract administration and termination processes, acquisition planning, management systems, and other associated functional areas
  • Ability to assist in long-range strategic and organizational planning with responsibility for planning, analyzing, organizing, and reviewing the division's overall contracting plans and projects
