Summary

The incumbent of this position will perform a variety of program management and administrative duties in support of the Saint Lawrence Seaway Development Corporation's Washington, DC and Massena locations. Duties consist of; security, facility management, office support, and correspondence maintenance. Maintains various automated databases for tracking internal security clearances, training, personnel actions, service orders, purchase requests, credit card purchases, workload, and performance.

Responsibilities

As a Management Specialist, you will:
  • Conduct special studies at the supervisor's request, research improvements to internal business processes.
  • Monitor and review incoming requests for programmatic action or information, take judicious interim action on deadline items, and arrange appropriate extensions for less urgent items.
  • Use a variety of software applications (MS Office Word, Excel, Access, SharePoint, and PowerPoint) to create, generate and format reports, tracking tools, charts, forms, spreadsheets, and other materials.
  • Brief your supervisor on a variety of matters pertaining to administrative operations, recommending courses of action, and keeping her/him informed of activities occurring when he/she is absent from the office for extended periods.
  • Records Management : Implement the SLSDC's overall records management plan. Ensure that the SLSDC is in compliance with Departmental and Federal requirements. Coordinates with SLSDC, Departmental, and Federal officials as well as contractors to ensure compliance. Fulfill all Departmental and Federal reporting requirements related to records management.
  • IT Operations and Maintenance : Perform activities to ensure that all SLSDC Washington DC-based IT networks and systems are operational. Work with SLSDC DC personnel to ensure that users are implementing IT solutions correctly, that workstations are updated and working efficiently, and that all troubleshooting issues are successfully resolved. Report troubleshooting/ progress on a regular basis to supervisor. Coordinate and maintain IT assets (desktops, laptops, printers, mobile devices). Perform ad hoc reporting and coordination duties in support of the SLSDC's Massena-based IT networks and systems as needed.
  • Security: Involved in the internal administrative responsibilities, including support for security programs such as personnel security, physical security, and antiterrorist awareness training. Maintain knowledge of security regulations and policies and develop information, identifies interrelationships, and takes actions consistent with objectives of the personnel, physical security, and antiterrorist programs. Attend meetings, as assigned, to gather information on security issues.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience maintaining multiple databases to track a wide variety of data for workload management.

To qualify for the GS-11 on Education alone, you must have:

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
