The Facilities Quality Assurance Specialist provides the management, support and coordination of various facility-related responsibilities, procurement, project management, and quality assurance oversight for the Bureau.

Responsibilities

As a Facilities Quality Assurance Specialist, you will:
  • Acquisition Strategy and Planning: Apply knowledge of all Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types to all potential acquisitions. Understand contracting process, analyze action, and provide acquisition strategy recommendations. Prepare cost estimates, financial documents, and post financial information for facility services contracts. Develop and process procurement packages for facility-related contract services. Participate in pre-award contract briefings, pre-award analysis of contractor's bid proposals, and post-award contractor meetings. Maintain Memorandum of Understandings (MOUs), Memorandum of Agreements (MOAs), and Inter-Agency Agreements (IAAs) for facility related services. Maintain all records associated with facility related contract services. Prepare business case to support the make or buy decision, conduct market research on facility related items and service, develop a detailed SOW (Statement of Work) or SOO (Statement of Objectives), obtaining all necessary internal facility reviews and approvals, and prepare all required procurement documents. Prepare cost estimates, financial documents, and post financial information for facility services contracts. Maintain Memorandum of Understandings (MOUs), Memorandum of Agreements (MOAs), and Inter-Agency Agreements (IAAs) for facility related services. Maintain all records associated with facility related contract services.
  • Contract Management and Quality Assurance: Maintain official delegated Contracting Officer Representative (COR) certification, functions and other tasks associated with the planning, coordination, implementation, and oversight of all aspects of contract management for Facilities. Create metrics and reports to assess the effectiveness of the performance of contract services and to assure that facility needs are being met and appropriately planned. Maintain inventory of contracts and lead the process to assure timely renewal or consideration of alternative contracting options.
  • Project Management and Facilities Planning Support: Provide technical oversight to multiple Facilities-related projects, monitoring all aspects of project planning and design, scope management, coordination of team assignment and mobilization, direction and coordination of work efforts, management of overall project deliverables, status reporting, and providing status updates, quality reviews and issue identification, escalation, and resolution. Use project management practices, tools, and techniques to control projects throughout their project life-cycle and influence change in Facilities Management.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). Specialized experience for this position includes:

  • Use Federal contracting laws, regulations, policies, procedures, practices, methods, techniques, and contract types to support acquisition of facilities function for an organization; AND
  • Procure services and managing various facility-related responsibilities, procurement, project management, etc.; AND
  • Serve as a Contracting Officer's Representative (COR) monitoring contracts for compliance with contract documents and providing oversight to identify and mitigate risks; AND
  • Provide project management to overall facilities management including managing issues and risks to balance lifecycle cost, schedule, and technical performance; AND
  • Oversee aspects of a government or company facility such as coordinating maintenance, safety,or security; AND
  • Manage budget, metrics, reviewing billings, etc., for facilities management.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
