Responsibilities

This position is located in the Office of information Systems (OIS), Office of the Chief Administrative Officer, United States Capitol Police. OIS provides modern, cost effective, reliable, and secure information and technology products and services -a vital enabler of, and strategic asset to the USCP mission. In addition, OIS supports National Special Security Events (NSSEs) and other planned and no-notice special events requiring the deployment of mobile computers, networks, telephony, radio communications, video teleconferencing, and secure communications.

This position is the Deputy Director / Deputy Chief Information Officer (CIO), which serves as the primary internal consultant responsible for oversight of all mission and functional activities required to support the Office of the Chief Information Officer. The Deputy CIO is responsible for day-to-day operations which includes planning, policy formulation, direction and coordination of mission activities, technology and business process integration in the development programs and application of a comprehensive integrated approach to the implementation of hardware, software, security, and related services, policies and processes to support information technology across the USCP.

Plans and directs programs and provides supervision and technical guidance to integrate capability and information technology portfolio management and horizontal business process integration in support of the USCP mission. Orchestrates the development, coordination, programming, budget and implementation of the IT investment program, capability, and IT portfolio management. Provides policy, leadership, and direction to the OIS organization, ensuring that all missions and functions are integrated, prioritized and executed within the framework of the OIS strategic plan, priorities and allocated resources, and that OIS performance is evaluated and results in performance improvement.

Directs the overall management of assigned programs and initiatives and ensures development of applicable policy and functional guidance. Has full responsibility for the oversight of the establishment of policy and providing guidance and direction for the management of OIS functional areas, ensuring the implementation of an integrated enterprise through synchronization of resources and coordination with other domains to deliver fully integrated products and services supporting our customers.

Develops and analyzes technical data to establish organization and project goals. Plans and schedules work. Allocates resources, sets and adjusts priorities, determines and adjusts procedures, and projects and defines scope for immediate staff and subordinate supervisors. Develops standards, evaluates work, and identifies training needs and sources. Ensures position descriptions are current and accurate. Participates in the recruitment process by constructing and approving assessment tools and by interviewing and selecting candidates for supervisory and non-supervisory positions.

Qualifications

For the CP-13/GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to CP-12/GS-14 grade level in the Federal service. Specialized experience is equivalent to 1) Leading or supervising a team of IT Specialists; 2) Developing and implementing policies and guidance related to IT service delivery and customer service; and 3) Evaluating IT processes and providing high level technical oversight ensuring results; providing business value and timely service delivery.

Your resume must include how you meet the specialized experience (referenced above) and IT-related experience demonstrating each of the four competencies described below.

Competencies:

3. Oral Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

Additional Conditions of Employment with USCP

Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years.
A criminal history check will be performed on all qualified applicants.
Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.

Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of the criminal history record.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation.
There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission.
The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
