As a Associate Deputy Director Division of Performance & Accountability ES-1720-00, your typical work assignments may include the following under supervision:
  • Responsible for line management, direction, and supervision of two separate program functions that conduct audits of specific programs while also assisting both Bureau Operated Schools and Tribally Controlled Schools.
  • Analyzes, interprets and evaluates changing legislation and policies, educational trends, new concepts, new technology, priority action and resource changes.
  • Establishes short and long range plans to address issues and meet the needs and requirement for the Bureau and its strategic plan.
  • Reviews and approves budget estimates and seeks and justifies additional funding in human resources needs to assure the capabilities are sufficient to meet strategic and PIAP plans and objectives.
  • Plans, direct, and evaluates the Division of Performance & Accountability (DPA) programs, projects and activities.
  • Establishes, reviews and revises policies, procedures, mission objectives and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, and regulatory compliance.
  • Collaborates and plans with other managers and appropriate supporting organizations within the Bureau to negotiate, decide on, coordinate and/or integrate research, analysis, planning, policy and procedures, and evaluation programs and activities.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.

BASIC EDUCATION REQUIREMENTS:

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.
OR
B. Combination of education and experience --at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.
OR
C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
OR
D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed above. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described in this vacancy.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

We recommend that your resume addressing the ECQs include examples that are clear, concise, and emphasize their level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertake and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answers.
The narrative must not exceed 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

EXECUTIVE CORE QUALIFICATIONS:

Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQs)


The MTQs are designed to assess an applicants experience relevant to the position he or she is applying for.

Each of your MTQ narrative responses must: 1.) Must not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.
  • Knowledge of current public sector policy and planning requirements and experience on a national level with policy, research and post-secondary education issues and programs related to Indian Affairs.
  • Demonstrated knowledge of the principles and practices of team building to create a team environment that fosters partnership, innovation, and continuous process improvement.
  • Ability to review and evaluation K-12 programs across a large geographic areas, manage economic resources to produce positive results and to work positively with different groups of people including students, teachers, parent organizations, other school administrators and community leaders.
