About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 .

Responsibilities

  • Serves as a Warranted Supervisory Contract Specialist responsible for providing oversight, advice and guidance on the full spectrum of contracting functions.
  • Performs as a Warranted Contracting Officer with unlimited warrant authority; responsible for identifying procurement objectives and methodologies; developing statements of work.
  • Performs analyses of elements of cost; making competitive range determinations; conducting pre-proposal conferences; planning comprehensive negotiation strategy; coordinating with technical experts, leading negotiations and awarding contracts.
  • Works on a variety of contract types ranging from traditional Federal Acquisition Regulations (FAR) based to non-traditional non-FAR based types of agreements.
  • Perform and leads specialists in the performance of all pre/post-award contracting functions.
  • Establishes the use of fixed-price, cost-reimbursement or a combination of contract methods to procure large, highly complex/high dollar equipment and services.
  • Advises the organization on procurement and contract administration matters.
  • Conducts preproposal conferences with prospective contractors.
  • Issues necessary amendments to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses.
  • Performs administrative responsibilities to include monitoring performance, negotiating delivery orders, extensions of delivery schedules, price adjustments, modification to the contract and similar agreements.
  • Ensures that all post-award actions taken are in compliance with all applicable laws, regulations and Executive Orders.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and the capabilities of employees.
  • Evaluates work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Develops and supervises a professional staff of contract specialists by providing advice, counsel and/or instruction on work and administrative matters.
  • Requires the use of fixed-price, cost-reimbursement or a combination of contract methods to procure large, highly complex/high dollar equipment and services.

  • Must obtain and maintain an Unlimited Warrant.
  • The position requires the incumbent to possess, obtain, and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Two year trial/probationary period may be required
  • Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
  • The position may requirement temporary duty travel up to 25% of the time.
  • Incumbent must be willing to work overtime and irregular hours.
  • Must sign a statement attesting to the understanding of DCIPS provisions.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify based on your experience, your resume must describe specialized experience which prepared you to do the work in this job. Specialized experience is defined as:Experience in leading the day-to-day operations of the Contracting and Acquisition functions. Experience in the overall operation of the administration, logistical, technical and programmatic duties of a Contracting organization.Experience as a Warranted Contracting Officer with unlimited warrant authority.
