Summary

This position is located in the Division of Risk Management Supervision, Communications and Training Branch of the Federal Deposit Insurance Corporation and provides support in the areas of examiner training and overall knowledge management efforts within the Division.

Responsibilities

Supports the knowledge management strategy and framework of the Division.

Identifies knowledge needs and gaps of Division employees through various mechanisms; creates learning and development initiatives across the Division; reviews training materials developed for various courses and either revises course materials as needed or oversees necessary revisions; and evaluates feedback on training to determine whether training meets intended objectives and is effective.

Monitors and evaluates developments in the financial services industry to assess the potential effect of emerging issues on the Division's training needs. Communicates these to Division management and updates the strategic learning plan and/or training programs as necessary.

Updates the Division's Examiner Training and Development Policy as needed; develops and maintains directories and repositories of internal training resources, offerings, and materials; directs changes to the Division's training website; and serves as the Division's point-of-contact for knowledge management and training efforts.

Supports the semi-annual review of the Technical Evaluation question bank and the Division's Subject Matter Expert (SME) program.

Represents the Division on both inter-agency and intra-agency task forces, committees, and working groups related to knowledge management and training.

Coordinates with personnel from Federal and state regulatory agencies to ensure consistency in and effective delivery of training efforts.

This is a Headquarters position. The selectee will work from their current work duty location.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-13: To qualify, applicants must have at least one year of specialized experience equivalent in complexity to the CG-12 or above. Specialized experience is defined as experience leading Risk Management examinations and evaluating financial institution safety, soundness, and risk posed to the insurance fund.

CG-14: To qualify, applicants must have at least one year of specialized experience equivalent in complexity to the CG-13 or above. Specialized experience is defined as experience leading Risk Management examinations of larger and more complex insured depository institutions and evaluating financial institution safety, soundness, and risk posed to the insurance fund; and providing technical advice, counsel, and guidance to staff regarding special situations, complex examinations, enforcement matters, and/or regulatory applications of insured financial institutions.

Must be a commissioned examiner.

Education

There is no substitution of education for the experience for this position.

Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks.

All Financial Institution Examiners are prohibited from the following:
1. Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Any extensions of credit held by the Examiner, the Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the Examiner.
Exceptions:
a. Loans for a primary residence are permissible. The Examiner must not participate in any examination of that institution with which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the Examiner has examined.
b. No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state nonmember bank either within or outside of their field office of assignment.
2. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit.
3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith.
4. Disclosing any confidential information from a bank examination report except as authorized by law.
5. Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 6.71%to a high of 46.86%.   • Knowledge of risk management examination supervision programs, and the laws, rules and regulations, and guidance relating to the supervision of the financial services industry.
  • Ability to research and analyze complex technical-, policy- and supervisory-related regulatory issues, and apply that research to the development of training materials for new examination procedures, practices, and theories.
  • Ability to monitor and identify developments and emerging trends and risks in the financial services industry and effectively incorporate these into a strategic learning plan and/or training programs.
  • Ability to deliver oral presentations.
  • Ability to develop and/or review training materials and other written work products.
  • Ability to meet and work with people at all levels of the Corporation and other banking agencies, in order to develop, implement, and assess complex, innovative, or unique training programs and related materials to meet the knowledge interests and needs of a variety of target audiences throughout the Division.
  • Ability to organize, as well as prepare materials for, meetings, conferences, and presentations with a wide range of audiences, including senior-level personnel in the federal government.
