Responsibilities

An Attorney-Advisor in the Broadband Division is responsible for the development of complex legal and policy matters consistent with the Commission's statutory obligation to facilitate the deployment of advanced telecommunications capability to all Americans in a reasonable and timely fashion. The incumbent will participate in Commission rule making proceedings and other adjudicatory decisions relating to wireless broadband services, with a view toward developing a consistent and effective regulatory framework designed to facilitate rapid deployment of wireless broadband services. The incumbent examines and analyzes legal and policy issues related to wireless broadband services and participates in the development of long-range policies, goals and objectives for the Division, Bureau and Commission relating to the use of the radio spectrum for advanced and innovative wireless broadband services, facilities, and devices. This work frequently requires consideration of issues relating to spectrum management policies and involves significant coordination with other Divisions, Bureaus, and Offices. The incumbent is responsible for research and resolution of legal issues relating to wireless broadband services consistent with the Commission's goal of facilitating widespread deployment of wireless broadband services.

GS-15: Specialized Experience includes: (1) analyzing complex legal issues affecting federal regulatory matters and complex questions of law and fact and rendering opinions on such matters, particularly those involving specialized areas such as telecommunications, spectrum management or the use of market-based mechanisms in regulatory contexts; (2) directing and conducting in-depth, complex legal research on authorities and precedents on points of law; (3) reviewing position papers on controversial and complex issues, policy statements and guidance, rulemaking proceedings, public notices, briefing materials, data requests, and memoranda or reports outlining the facts and legal issues and producing decision papers or recommendations based on such materials; (4) drafting, reviewing and editing complex documents to include briefing materials, issue papers, reports, summaries with recommendations or conclusions, data requests, public notices and rulemaking documents; (5) making oral presentations before a variety of audiences, including persons of different disciplines and levels of authority; and (6) managing projects or initiatives to successful conclusions, including projects involving a team consisting of individuals with varying skill sets and diverse areas of expertise and under tight time constraints.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

Hardcopy Supplement Documents Required:

1.
