Summary

As Assistant to the Director (Operations and Quality Assurance), you will be responsible for providing management support to the Office operations and programs. In particular, you will manage the quality assurance of reports, products, and other communications to ensure they are high-quality products. Serves as the Quality Assurance examiner for OSMO and administers a variety of internal review activities for examination reports and other communications. This position is located in McLean, VA.

Responsibilities

  • Directly supports the Director in planning, directing and controlling and administering the programs of the Office.
  • Assists in the development of the Office monthly, quarterly, and periodic reports and preparation of sections of Agency reports and publications as they related to office oversight responsibilities.
  • Develops, implements and maintains a quality assurance program for the Office.
  • Serves as the Quality Assurance Examiner and administers an ongoing review process for Reports of Examination, activity letters, and other correspondence to ensure effective communication and support of findings, evaluates whether appropriate follow-up has occurred, identifies items and issues that requires the Directors attention, and verifies that the qualitative aspects of examination products are maintained at a satisfactory level.
  • Assists in the budget, planning and reporting for the Office, including development of the annual Operating and Oversight Plan in accordance with Agency policies.
  • Coordinates and acts as liaison with external reviewers/auditors and responds to reviews/audits performed on the Office.
  • Serves as liaison for OSMO in developing information requests to Farmer Mac, and monitors the receipt of requested information via tracking tools.

Qualifications

The ideal candidate is a commissioned FCA examiner who has experience examining financial institutions and performing quality assurance reviews on products developed by others.

You may qualify at the VH-38 (GS-12) band level if you have one year of specialized experience equivalent to the VH-37 (GS-11) band level in the Federal service that demonstrates your ability to meet at least two of the following:
  • Knowledge of examination, supervision, and auditing of Farm Credit System (FCS) institutions, including the Federal Agriculture Mortgage Corporation (Farmer Mac).
  • Knowledge of financial institution governance, operations, and performance sufficient to conduct examination activities of Farmer Mac.
  • Experience conducting quality assurance reviews of examination products developed by others.

You may qualify at the VH-39 (GS-13) band level if you have one year of specialized experience equivalent to the VH-38 (GS-12) band level in the Federal service that demonstrates your ability to meet all three of the following:
  • Knowledge of examination, supervision, and auditing of Farm Credit System (FCS) institutions, including the Federal Agriculture Mortgage Corporation (Farmer Mac).
  • Knowledge of financial institution governance, operations, and performance sufficient to conduct examination activities of Farmer Mac.
  • Experience conducting quality assurance reviews of examination products developed by others.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.

There is no substitution of education for experience at the VH-38 and VH-39 band levels.
