These positions are located in the Office of Nuclear Reactor Regulation (NRR), Division of Operating Reactor Licensing (DORL). One position is in the Plant Licensing Branch 2-1; the supervisor is Michael Markley. Two positions are in Plant Licensing Branch 1; the supervisor is Jim Danna. These positions are in the Bargaining Unit.

As a Senior Project Manager in the Division of Operating Reactor Licensing, you will lead, manage, and coordinate unusual, controversial, and/or highly complex safety and environmental reviews of commercial nuclear plant operating reactor license applications and overall operation of nuclear reactors licensed for operation. Additionally, you will:

Oversee licensing activities for a single highly complex or controversial site or two or more sites.

Evaluate responses to Commission generic communications, processes relief requests, license transfers, and exemptions from regulations, and evaluates decommissioning plans for assigned site(s).

Prepare safety evaluations, environmental assessments, public notices, routine correspondence, etc., for final processing by clerical staff.

Maintain an awareness of regulatory issues affecting licensing project management.

Prepare briefing packages for visits by utility officials with Commissioners and Senior NRC management. Provide input to regional briefing packages for site visits by Commissioners and Senior Management.

Provide NRR internal process management (e.g., Technical Assistance Requests (TARs)). Manage the evaluation of petitions submitted pursuant to 10 CFR 2.206, recommend options for disposition, and respond to questions raised during subsequent staff review.

Contributes to specific policy issues and policy development for the division and office, as necessary.

Provide divisional expertise on NRR licensing procedures, protocol, and policy.

Mentor and coach other staff to transfer experience and knowledge. Act as Branch Chief as needed.

Additional responsibilities may include, inter-office and Regional coordination; owners group interface; topical report reviews; safety/security interface processes; increased application of risk concepts into plant licensing activities, or the transformation and innovation of reactor licensing program processes.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Experience with licensing of operating commercial nuclear power plants, and/or experience with oversight of the operation of nuclear reactors (e.g., safety and environmental reviews of applications for amendments to the operating licenses, changes to technical specifications (TSs), etc.).

GG-0801 (General Engineering Series):

Basic Requirements:
    • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
    • Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.

GG-1301, (General Physical Science Series):

Basic requirements:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Telework: In accordance with agency policy, this position may be eligible for either project based, fixed schedule, or full-time telework. Depending on the location, this position may also be eligible for hoteling/working from another agency location.
