Serves as an Electric & Hybrid-Electric Propulsion Systems (EHEPS) Engineer in Aircraft Certification Service (AIR). AIR develops safety standards, policies, and guidance that govern the design, production, and airworthiness of aircraft, engines, propellers, parts and appliances (hereafter referred to as aviation products). ln addition, AIR issues approvals and provides oversight of FAA approval holders, designees, and delegated organizations

Responsibilities

The incumbent provides technical and regulatory expertise, developing and implementing regulatory standards, guidance material and means of compliance for EHEPS. Applies safety management principles using experience, advanced engineering knowledge, and risk management techniques. Responsible to develop approaches and/or policies to address certification, continued airworthiness, and safety assessments of EHEPS. Additional duties in the areas of electric propulsion, engine/aircraft interface issues, and engine/propeller control systems may be assigned.

Assignments include developing regulatory requirements for major EHEPS certification and continued airworthiness programs utilizing advanced technology. This includes developing, reviewing and/or commenting on proposed certification basis, special conditions, exemptions, certification criteria, equivalent safety findings and any other documents and evaluation procedures deemed necessary to assure the adequacy and uniformity of EHEPS certification programs. Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager. Draws on experience to solve unusual problems and create guidance material for new certification techniques, standards, and/or policies. Typical assignments may include outreach to industry groups, foreign authorities and other FAA offices, and specialists to ensure applicable airworthiness standards of advanced, state of-the-art propulsion systems are applied in a consistent, standardized fashion. Assignments may also include extensive research and direct responsibility for project/program management.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Leading role in drafting. Reviewing, and editing technical or policy documents for final approval prior to external distribution. Provides briefings to obtain consensus/approval on policies. May develop broad policies and objectives to provide general guidance for addressing issues, allowing considerable discretion to develop new and innovative approaches. May create new solutions and policy interpretations, as the situation requires. Provides policy guidance and educates other FAA office staff members on new standards, policies and means of compliance. Provides guidance to lower-level staff to solve difficult technical issues. Develops plans, techniques, and policies to address current or anticipated problems and issues. Resolves technical problems under the minimal intervention of management while briefing management as needed. Elevates complex, politically sensitive issues to management with proposed resolution plans.

Work is reviewed through status reports, briefings and/or at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically has direct impact on the objectives of one or more major subdivisions and/or LOB's/SO's and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.

Qualifications

Basic Requirements : Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,

ALTERNATIVE REQUIREMENTS : Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico;
  • Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico;
  • Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A;
  • Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience : In addition to the basic requirements, all applicants must demonstrate at least one (1) year of specialized experience equivalent to the next lower grade (FV-I FG/GS-13) in the Federal government. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience include, but are not limited to the following:

- Experience in the design, design analysis and/or application of electrical systems, specifically with electric motors and/or engine control systems.

- Experience with the use electric motors for propulsion of land-based, sea-based, or airborne vehicles.

- Experience working with, and/or interpreting and applying regulations and policies: (1) Aircraft Part 33/35, 23, 25, 27 or 29 certification regulations (in particular Part 33/35, with regards to controls, electrical systems, and/or component/system testing) OR (2) Certification aspects of Aircraft Propulsion System integration.

Burlington, Massachusetts: $102,309.00 to $158,608.00 includes 29.11% locality pay

Kansas City, Missouri: $96,936.00 to $150,278.00 includes 17.31% locality pay

Oklahoma City, Oklahoma; $95,812.00 to $148,535.00 includes 15.95% locality pay

Fort Worth, Texas: $103,273.00 to $148,535.00 includes 24.98% locality pay
