Summary

This position is located in the Office of the Chief Financial Officer (OCFO), Audit Liaison and Financial Analysis Division (ALFAD). The OCFO has responsibility and oversight for all budget planning and execution, financial management, financial internal controls, and other mission support activities. The OCFO ensures FSIS's compliance with Federal financial statures, directives, and governmentwide management initiatives. Interactions and liaison activities are required with FSIS programs, etc.

Responsibilities

  • Assist the Director ALFAD and OCFO management to ensure that reports, operating plans, and budget documents are in line with OCFO priorities.
  • Responsible for providing administrative services activities: including procurement, travel, and logistics support for ALFAD immediate office.
  • Review, evaluate, and analyze operational procedures within the OCFO, and assist other analysts in establishing operating plans to ensure program goals and objectives are met.
  • Assist in preparation of human resources documentation for ALFAD immediate office.
  • Utilize governmentwide purchase card with responsibility for procuring services and supplies within the small purchase threshold (e.g., $10,000) for the immediate office of the Director ALFAD.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience, and/or education, as defined below.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.)

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-09
Specialized Experience: You must have at least one year of specialized work experience equivalent to the GS-07 grade level in the Federal service performing duties which included:
  • Gathering and analyzing facts, and devising solutions to problems;
  • Making oral and written reports and presentations;
  • Applying management practices, theories, concepts, techniques, and methods; and
  • Reviewing, analyzing, evaluating, and coordinating existing and/or proposed management procedures, policies, and techniques, recommending actions to be taken.
OR
Education: You must possess a Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (You must submit a copy of your transcripts for verification.)
OR
Combination: You must have an appropriate combination of successfully completed graduate-level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess one full year (18 semester hours) may be used to qualify. (You must submit a copy of your transcripts for verification.)

Specialized Experience: You must have at least one year of specialized work experience equivalent to the GS-09 grade level in the Federal service performing duties which included:
  • Analyzing results, and recommending changes that represent departures from established work practices;
  • Establishing criteria to measure the attainment of program goals and objectives, developing administrative regulations, promulgating program guidance, and/or evaluating program effectiveness;
  • Contributing to the improvement of productivity, effectiveness, and efficiency in program operations and/or administrative support activities; and
  • Affecting a program's plans, goals, effectiveness, and mission.
OR
Education: You must possess a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (You must submit a copy of your transcripts for verification.)
OR
Combination: You must have an appropriate combination of successfully completed graduate level education and experience.
