Responsibilities

As a Director of Military Support (Title 32) (Indefinite), GS-0301-12 you will perform the below duties:

(1) Develops, coordinates and implements joint contingency plans for domestic emergencies, civil disturbances, natural disasters, state and federal contingency operations. Plans involve consideration of physical security of military forces, facilities and equipment protection, intelligence evaluation, emergency communications structuring. Such programs deal with Homeland Defense/Security, WMD response, Antiterrorism/Force Protection (AT/FP), the Critical Infrastructure Protection Program (CIPP) and National Security Special events. Serves as the state military technical expert for these programs to the Adjutant General on issues involving Military Support to Civil Authorities (MSCA), Antiterrorism, Homeland Defense/Security, and WMD. Interprets, evaluates and implements current laws, regulations, guidance, and policies from Department of Defense (DoD), other federal, state and local agencies. Provides policy guidance and ongoing assistance on program areas to units within the state NG and external agencies to include the Offices of the Governor and US Attorney.

(a) Works with Military Component Commanders, active and reserve, as well as federal, state and local officials for the purpose of coordinating resources and execution of contingency plans through personal contacts and exercises with contributing agencies. Initiates' projects based on broad assignment criteria, priorities in coordination with the Adjutant General. Develops standing operating procedures, circulars, pamphlets, letters of instructions and memoranda of understanding for NG MSCA support . Identify and implement improvements to operational programs. Explains the NG MSCA and Homeland Defense/Security programs to federal, state and local officials and how the NG may be of service to the community or the state. Represents the Adjutant General with federal, state and local governmental agencies, professional groups and local civilian community associations on MSCA and Homeland Defense/Security in the coordination and implementation of contingency plans. Oversees the organization and operation of the state MJEOC. Coordinates the inspection of units, supplies and equipment to ascertain condition and the level of readiness in the event of an MSCA emergency. Recommends program priorities to the Adjutant General. Develop, coordinates and implements the State Partnership Program (SPP) plan in conjunction with Combatant Commander's country engagement plan, US Embassy and host nation. Serves as budget program manager for multiple programs. Serves as a Program Budget Advisory Committee (PBAC) member.

(b) Accomplishes staff planning and coordinates on various types of MSCA state level operations. Develops information papers, coordinates the activities of multi-component Emergency Preparedness Liaison Officers (EPLO) assigned to the state for emergency planning and coordination of DoD assets. Advises Adjutant General and outside agencies on resource capability and task organization such as: status of personnel, type of equipment needed to accomplish the mission, flying hours, routine approval of requests, appropriate reimbursement from state and local agencies for the usage of DoD equipment, etc.

(2) Performs other duties as assigned.

WHO CAN APPLY:
GROUP I - All qualified Male/Female Commissioned Officers (O-3/CPT - O-5/LTC) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Commissioned Officers (O-3/CPT - O-5/LTC), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III - Individuals eligible for membership in the Virginia Army National Guard.

Military Grades: Commissioned Officers (O-3/CPT - O-5/LTC)

GENERAL EXPERIENCE : Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Applicant must have at least 36 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Experience developing and recommending policy.
  • Experience organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
  • Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.
  • Experience preparing written communications and oral presentations.


  • Education

    Substitution of Education for the Specialized Experience-
    Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.Completion of courses such as the Officer Advanced Course, Squadron Officer School,Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
