Summary

This position is located in the Office of Regulatory Affairs & Collaborative Action in Reston, VA. As a Program Analyst, the incumbent is responsible for performing a variety of assignments involving the management, coordination, control, and implementation of Indian Affairs management controls, policies, standards, procedures and operations for all major business functions. The employee develops and manages statistical and management studies to recommend solution affecting Indian Affairs.

Responsibilities

  • Serves on task forces, ad hoc committees, and conducts analysis of existing and/or proposed Indian Affairs policies, programs, practices and systems that include participating in audits for the purpose of determining deficiencies.
  • Initiates, plans, and performs program analysis with appropriate program offices to systematically identify, update, and improve applicable policies, procedures and regulations to ensure consistency in supporting Indian Affair programs.
  • Serves as a facilitator, technical lead, and consultant on project teams studying to resolve complex management problems and making recommendations to improve the efficiency of operations and effectiveness of personnel.
  • Prepares project plans and methodologies to analyze mission, organization functions, staffing methods, organizational structure, work methods, processes and procedures, and related criteria.
  • Develops process management models and conducts complex management analyses to identify inefficiencies, streamline processes, eliminate redundancies, develop performance measures, and ensure processes meet administrative and program requirements.
  • Independently organizes and conducts complex and multi-faceted studies that involve statistical, analytical, cost benefit and risk analysis of work processes and major systems and developing strategic plans.
  • Prepares correspondence and technical documents, briefing materials and presentations, as well as assisting in the statements of work.
  • Prepares comprehensive and authoritative responses to senior management inquiries from reported data to reflect program process.
  • Plans and facilitates drafting, review, tracking, and clearance of policies and procedures governing Indian Affair programs.
  • Coordinates with other bureaus and offices within the Department of Interior to ensure consistency in approaches to IA programs.

  • The full performance level of this position is a GS-14.
  • Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.


Qualifications

GS-14:
One year of specialized experience equivalent to the GS-13 level performing ALL of the following: 1) applying best practice methods and strategic planning to develop policy on issues related to the efficient and effective operations of an organization; 2) developing directives and metrics in measuring the improvement of a program's effectiveness and/or productivity; 3) planning, organizing and managing resources required to facilitate assignments; and 4) conducting analysis of complex functions and work process and making recommendations for improvement.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

DRIVING RECORD REQUIREMENT: Incumbent is required to operate a government-owned or leased motor vehicle, in the performance of duties. Therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

Education
