Responsibilities

The Assistant Inspector General for Audits is responsible for the functional development, implementation and supervisor of DHS' audit activities. This is a staff function with the incumbent working under the general direction of the Inspector General and Deputy Inspector General. The incumbent directs audit activities designed to (1) promote economy, efficiency, and effectiveness in agency programs and operations, and (2) to prevent fraud and abuse.

In this position, you will:
  • Develop and recommend audit policies, plans, procedures, and programs consistent with the overall policy guidance of the Inspector General.
  • Ensure that audits are pursued, documented, and finalized in accordance with the Inspector General Act of 1978 , as amended, any other laws and regulations, Government Accountability Office (GAO) standards, and OIG policies and standards.
  • Maintain close and cooperative relationships with key officials of the Government Accountability Office, , Health and Human Services OIG, Department of Justice, and other government departments and agencies.
  • Participate with the Assistant Inspector General for Investigations in joint audit/ investigative activities. Develop plans for dealing with fraud and in abuse in DHS programs and coordinate these matters with concerned agencies and management officials. Review the results of these activities and make any necessary recommendations for further corrective actions.
  • Conduct single-audit oversight regarding Federal funds provided state and local government, universities, or non-profit organizations, as required by the Inspector General Act of 1978.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below.

Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications listed below. We recommend that your résumé and ECQ responses emphasize your level of responsibilities, the scope and complexity of programs managed, and your program accomplishments, including the results of your actions.

The application process used to recruit for this position is the Traditional-Method, Therefore, provide separate narrative responses, not to exceed two (2) pages for each of the Executive Core Qualifications (ECQs), not to exceed 10 pages, and no more than two (2) pages for each of the Technical Qualifications (TQs). **If you are a current or reinstatement eligible Career SES member or a graduate of an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been previously certified by OPM's Qualifications Review Board, you are not required to address the ECQs. However, you MUST provide separate narrative responses addressing all mandatory TQs. Current and reinstatement eligible SES members, please include with your application a copy of your SF-50 (Notification of Personnel Action) documenting your career appointment to the SES. SESCDP graduates, please include a copy of your OPM certificate.

Executive Core Qualifications (ECQs): You must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You must limit your narrative to two (2) pages per ECQ. When uploading your ECQs, choose the Supporting Document Type called ECQ.
You will be evaluated on the following Executive Core Qualifications:

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, and Vision.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, and Team Building.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, and Technical Credibility.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, and Influencing/Negotiating

Mandatory Technical Qualifications (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each mandatory technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.
You will be evaluated on the following Mandatory Technical Qualifications:

MTQ 1: Extensive knowledge of Inspector General programs and operations, planning and conducting audits and reviews using professional standards (such as the Government Accountability Office's Government Auditing Standards and/or the Council of the Inspectors General on Integrity and Efficiency's Quality Standards for Inspection and Evaluation) to assess the state of a nationally dispersed department or agency, and develop, review, publish, and defend reports on the results.

MTQ 2: Experience providing broad oversight and accountability of the mission, administrative management, and support operations of a geographically-dispersed audit/review organization.

When responding to the TQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and TQs. Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The executive panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Executive Panel will rate and rank your resume against each mandatory technical qualifications and mandatory executive core qualifications to determine the best qualified candidates.
