Summary

The Department of Commerce seeks an innovative and energetic professional to lead and manage the Enterprise Services organization, a comprehensive shared services delivery organization supporting customers across the Department in the areas of information technology, acquisitions, human resources, and financial management. The incumbent will assure world-class customer service to the client bureaus and work collaboratively with peers and counterparts across the Department.

Responsibilities

The Executive Director for Enterprise Services will work closely with the Deputy Secretary to manage and execute the Department of Commerce's Enterprise Services portfolio. Duties include:
  • Providing oversight, guidance and direction to federal and contractor Enterprise Services staff to ensure the Enterprise Services mission and organizational objectives are met or exceeded in the areas of information technology, acquisitions, human resources, and financial management.
  • Ensuring Enterprise Service goals are aligned with the Department's long-term objectives and strategic plans.
  • Ensuring the Enterprise Services organization manages service delivery, and monitors and evaluates performance of services using well defined performance measures and established best practices, and reports regularly to key departmental offices and councils.
  • Ensuring the Enterprise Services organization provides robust and predictable communications and reporting to key departmental offices and councils.
  • Enforcing Departmental policy to ensure compatibility of business processes across multiple directorates with Enterprise Services.
  • Providing the organizational vision, setting the strategic direction, and assuring quality and timeliness are met for every aspect of Enterprise Services delivery, with a focus on providing exceptional customer service.
  • Anticipating the effects of legislative and administrative changes and initiatives and ensuring development of effective, legally-compliant, fully responsive shared services strategies that fully meet programmatic priorities.
  • Advising senior leadership on the entire range of Enterprise Services matters, and building consensus among executives, senior managers, and internal or external stakeholders regarding strategies that contribute to more efficient shared services across the Department.
  • Designing and implementing strategies that maximize employee potential, and fostering high ethical standards in meeting the organization's vision, mission, and goals.
  • Providing an inclusive workplace that fosters the development of others to their full potential.
  • Making decisions on personnel policy matters affecting the operation, including personnel actions involving subordinates, employee grievances, workforce reductions, and adverse conditions.
  • Works collaboratively with peers and counterparts across the Department.
  • In coordination with the Deputy Secretary, the Department Management Council, functional implementation leads, and client bureaus, develops and implements enterprise-wide actions, change management and communication strategies to support all start up and transition activities, for example: Talent Acquisition implementation, movement to a new Payroll, Personnel and Benefits provider, and enhancements to the Acquisition's self-service experience.
  • Works with the Deputy Secretary, the Department Management Council, functional implementation leads, and client bureaus to identify and implement additional services as deemed necessary by key stakeholders.

    To meet the minimum qualification requirements for this position, you must show that you possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

    ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.     ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building)

    ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

    ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

    PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):

    PTQ 1. Demonstrated ability to manage and lead enterprise-wide efforts to perform and improve administrative operations in areas of information technology, acquisitions, human resources, and financial management for a large, geographically-dispersed organization or agency, including demonstrated experience functioning as a customer-focused strategic partner with senior leadership to solve complex issues and deliver high-profile projects within tight timeframes and budgets in a fast-paced and continuously changing environment.

    PTQ 2. Experience in leading organizational change in a service delivery environment, experience in risk assessment and implementing major organization-wide initiatives, programs and processes, achieving buy-in and support from both internal and external stakeholders across a large, diverse organization.

    PTQ 3. Experience building and influencing coalitions across a large and complex organization with varying missions and organizational objectives, getting support for current and future initiatives in the administrative operations areas of information technology, acquisitions, human resources, and financial management.

    Background Investigation: This position is designated as non-critical sensitive, moderate risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
    Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.
    Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
    Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
