The primary purpose of this position is to serve as Air Staff level expert responsible for the Air Force Information Environment Mission Area integration of Information Technology.

Responsibilities

  • Plans, develops, and directs methods, procedures and policies governing the Air Force and Department of Defense (DoD) wide decisions on matters relating to the Integration Environment Mission Area (IEMA) information technology asset management.
  • Serves as a Senior IT Specialist and technical expert at the Secretary of the Air Force/Air Staff level.
  • Supports branch and division chiefs on a wide-range of subjects impacting the Air Force Information Dominance and Chief Information Officer by drafting and implementing detailed direction, documentation, and presentations by Air Force senior leaders.
  • Leads, forms or serves as member of working groups, task forces, integrated process teams, and other groups as required, and facilitates processes involved in the development of requirements, plans and programs IT audit, FIAR and IT assets.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Must have a undergraduate or graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For this position individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the development and interpretation of policies, procedures, and strategies governing the planning and delivery of services throughout the agency; knowledge of automated information systems, information technology, and business concepts and practices; knowledge of technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; make decisions or recommendations that significantly influence important agency IT policies or programs; knowledge of planning, programming and budgeting process, and thorough knowledge of the applicable regulations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of IT principles, concepts and methods to include, but not limited to, IT asset management and enterprise integration.

2. Knowledge of the policies, practices, regulations and laws concerning Chief Information Officer responsibilities and compliance processes.

3. Knowledge of Air Force IT programs and activities, agency missions, communications-computer, CIO/IT goals and objectives.

4. Ability to make critical, independent decisions, present and influence top management level decisions, and support and defend decisions to higher-level management.

5. Skill and ability to speak and write effectively on highly-complex technical and possibly sensitive issues including preparing statements for senior military, government, and private sector management officials.

6. Ability to give briefings, chair meetings, lead task forces, and prepare reports at the General Officer/Senior Executive Service (SES) level.

7. Ability to develop and maintain contacts and communicate effectively with senior leaders and associates across the Air Force, DoD, Federal Agencies, vendor representatives, representatives of professional associations, and contractor personnel. Regularly includes executive level interaction.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
