PRIMARY RESPONSIBILITIES: The Program Director-Family Housing Stabilization provides overall supervision and direction to staff providing services for families in the Next Steps Family Program, Case Management and Housing Location for Households with Children in Region 1, Bridging Affordability and the Last Resort Motel program. The Program Director provides direct supervision to the Intake and Rapid Exit Coordinator, Facilities Specialist, and Residential Specialist to operate the Next Steps Family Program, the Case Management Supervisor to operate the Case Management and Housing Location for Households with Children in Region 1 program, and the Financial Stability Specialist for Households with Children in Region 1.POSITION PURPOSE:Program Director-Family Housing Stabilization is a member of the Preventing and Ending Homelessness and Leadership teams at FACETS. The Program Director-Family Housing Stabilization provides overall supervision and direction of all programs serving families experiencing homelessness and unstable housing at FACETS. The Program Director serves as an advisor, coordinator, collaborator, hands-on training developer and trainer as required by the project requirements.CHARACTERISTIC DUTIES AND RESPONSIBILITIES: Manages policies, procedures, and staff for FACETS emergency shelter, homeless prevention, and rapid re-housing programs for families: Next Steps Family Program, Last Resort Motel Program, Case Management and Housing Location for Households with Children in Region 1, and Bridging Affordability. Manages policies, procedures, and staff for the Financial Stability Program for Households with Children in Region 1. Create, monitor and implement policies and procedures to cover best practices, on-call procedures, program development, etc. including updating program handbooks annually. Triage Region 1 referrals with Coordinated Services Planning (CSP), Intake Coordinators (IC), and Community Case Managers (CCMs). Responds to HOST provider questions regarding the HEARTH definitions and funding eligibility criteria. Provide leadership to ensure that ICs and CSP understand HEARTH definitions and funding eligibility criteria when referring families for emergency shelter or homeless prevention/diversion services. Lead the bi-monthly Intake Coordinator/Community Case Manager meetings. Serve as liaison between landlords and Fairfax County in operating the Next Steps Family Program. Ensures that unit turnover and maintenance requests are completed in a timely manner for the Next Steps Family Program. Orders supplies and ensures the Next Steps Family Program units and office are properly stocked. Provides overall direction of housing case managers serving families in the community and at Next Steps Family Program. Travels and makes home visits as well as works an adjusted work schedule including evenings and weekends as necessary. Manages Emergency Solutions Grant (ESG) rapid rehousing and homeless prevention financial assistance by determining appropriateness of household for receipt of funds, recommending amount, and allocating and tracking use of ESG funds. Monitors ongoing community case management services for the Bridging Affordability program. Attends various regional meetings, including HOST (Housing Opportunities Support Team), Service Navigation, Opportunity Neighborhoods, and Housing Opportunities Collaborative Meetings, throughout Fairfax County and generates and distributes housing resources to FACETS staff. Participates in program staff meetings and conferences to share ideas and plans; works cooperatively with staff to meet FACETS goals. Participates in and conducts in-service training for staff development. Actively supports FACETS mission oriented outcome evaluation and outcome management. Uses automated technology including HMIS and hard copy files to maintain, update, and report on case data, goal attainment, and outcomes in a timely manner. Serves as a FACETS HMIS Super User. Assists in managing the FACETS budget for program expenditures, including tracking and reporting leveraging, for all Preventing and Ending Homelessness programs for households with children in Region 1. Prepares proposals, reports, and statistics for submission to funding sources with the Deputy Executive Directors supervision. Represents FACETS in the community, in accord with Agency Mission, Vision and Code of Ethics. Performs other duties as assigned.MINIMUM QUALIFICATIONS: Masters Degree plus three years of professional social work/case management experience with homeless and/or at-risk populations. MSW strongly preferred. Two years of supervisory and/or program management experience. Requires knowledge and belief in Housing First and Rapid Rehousing philosophy and strategies. Knowledge or understanding of tenants rights and responsibilities as well as strengths based case management. Knowledge of current social service, homeless, and housing issues and methods/approaches to address issues. Ability to manage multiple tasks in a fast paced environment. Ability to schedule and manage workload sufficiently to meet deadlines. Ability to use HMIS to establish and maintain case records and to facilitate data collection. Excellent data entry and data quality skills. Ability to work a flexible schedule including nights and weekends. Ability to communicate clearly and concisely, both orally and in writing. Public speaking experience and strong public speaking skills. Ability to lift items weighing 10-20 pounds. Must possess a valid drivers license, reliable transportation, good driving record, and personal car insurance. Must be able to drive 15 passenger van. Must pass criminal background and Child Protective Services background checks.
