WMATA runs a large, complex, enterprise GIS running ESRI ArcGIS Server Enterprise Advanced v10.4.1/Oracle 12c/Windows 2012 Server, with applications developed in ArcObjects/.net, TypeScript, Javascript and Google API, as well as mobile applications developed using Runtime SDK. We are looking for a GIS Enterprise Architect who is an expert in ESRI ArcGIS software products, specifically ArcGIS server and ArcGIS portal, and is experienced in IT enterprise architecture principles, software development lifecycle standards. Specific experiences include:

1) Defines and leads others in defining GIS data models, GIS enterprise architecture, GIS system design, GIS application specifications, and GIS data maintenance, and documentation principles and practices consistent with the overall IT architecture and business purposes using prominent software such as Jazz, Atlassian, etc.

2) Leads and supervises a team of GIS professionals in GIS system administration, GIS application development and enterprise GIS databases maintenance.

3) Communicates and interacts with business users for GIS services and supports.

Minimum Qualifications:

Education
  • Bachelor's degree in Computer Science or Information Technology or Geography, or in related field.

Experience
  • Ten (10) years progressively responsible experience with first-hand oversight of technical development efforts in large-scale, and diversified geographic information systems; data processing management; technical or architecture initiatives; and implementing GIS technologies for business communities. Must include five (5) years of experience designing or implementing GIS enterprise architectures; service-oriented architectures, framework data architectures, web enterprise architectures and enterprise GIS applications, and managing GIS projects.

SUMMARY

This is a highly responsible senior managerial, administrative and technical position dealing with difficult and complex geographic information systems (GIS) and related information technology activities. The GIS Enterprise Architect is responsible for the Authority's GIS enterprise architectures and their ability to meet its needs, defining or leading others in GIS data models, GIS system designs, GIS application specifications, GIS data maintenance, quality assurance/quality control (QA/QC), and documentation principles and practices ensuring consistency with the authority's overall architecture and business functions.

ESSENTIAL FUNCTIONS
  • Defines and implements enterprise-wide GIS technology architectures and documentation standards defining the technologies and products approved for enterprise-wide use.
  • Provides guidance and documentation for implementation of GIS standards, and ensures compliance with these standards.
  • Develops and maintains GIS business, information, applications and technical architectures, working with the GIS Manager, Office of Information Technology (OIT) staff, and GIS users across the enterprise to ensure consistency and completeness of implementation.
  • Defines enterprise-wide GIS architecture policies and principles, for data models, system designs, application specifications, data maintenance, QA/QC practices, and data documentation.
  • Ensures that the architecture, designs, models, policies, and principles are consistent with the Authority's business purposes and its overall IT Services-Oriented Architecture. Also ensures consistency with the use of the Enterprise Integration Stack architecture, and enterprise application integration tools. These tools pass data from legacy applications up through an enterprise service bus to multi-department applications and an organization-wide portal framework.
  • Reviews and revises established principles, policies, and processes, to ensure architectures continue to reflect the Authority needs and technical opportunities.
  • Assists the GIS Manager in the preparation of annual and long-range forecasts for budgetary, cost/benefits of existing systems and other management purposes for the Office of Information Technology.
  • Provides technical advice to Authority officials and user offices regarding enterprise GIS research, development, implementation, coordination and monitoring of such systems.
  • Reviews GIS developments and services to ensure proper management design, installation and troubleshooting of the authority's GIS technology.
  • Makes recommendations for using latest advanced technology.
  • Ensures that GIS is implemented in accordance with the Authority's approved Life Cycle Methodology.
  • Evaluates and discusses performance of personnel, recommending various forms of commendation or disciplinary action as appropriate and equitable
  • Prepares and presents oral or written reports and recommendations within the area of assigned responsibility as may be appropriate to ensure Authority's consistency and compliance.

OTHER FUNCTIONS
  • Attends meetings/hearings and other activities essential to the execution of functional responsibilities.
  • Monitors emerging technologies to make the enterprise IT architecture more efficient and make standards more effective.
