Responsibilities

As a SUPERVISORY PROGRAM ANALYST (STRATEGY POLICY) at the GS-0343-15 some of your typical work assignments may include:
  • Determines the feasibility of work plans developed by subordinate program managers to meet or exceed the program milestone dates, adjusting funding, execution of manpower and material in conformance to the Presidential Budget Cycle to include the Future Years Defense Program (FYDP), the Program Objective Memorandum (POM) and the Internal Operating Budget (IOB).
  • Prepares internal and external instructions, operating policies, procedures, guidelines to ensure adequate accomplishment of program goals and objectives.
  • Ensures overall program objectives and milestones are achieved and that efforts are in accordance with requirements and goals.
  • Manages program interfaces and conducts periodic program management reviews to assess effectiveness and efficiency of all aspects of program support to warfighter requirements.
  • Provides broad objectives and leadership assuring programs are executed within governing policies while making optimum use of funds and personnel.
  • Conducts research, analysis, and development of various courses of action on policy and program issues.
  • Prepares and presents detailed briefings/reports for high ranking officials within the DoD up to and including the Deputy Secretary of Defense, the Chairman of the Joint Chiefs of Staff, the Combatant Commanders, Service Training Directors, and component commander staffs.
  • Responsible for development and delivery of briefing material and backup books for flag level meetings and conferences and documentation files on a wide range of requirements and joint training topics.
  • Formulates and establishes a long-term visionary program planning and execution strategy that can evolve with emerging requirements.
  • Provides program oversight, and directs and coordinates the activities of non­supervisory personnel in a variety of functions.
  • Develops work plans, makes work assignments, reviews work, develops performance standards and evaluates work performance of subordinates.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
1. Utilizes program planning, budgeting, identifying fiscal and personnel resource requirements, acquisition requirements, and program execution for multiple Joint training programs.

2. Analyzes Combatant Command (CCMD) and Service joint training requirements and current and emerging DoD operational guidelines, military strategies, policies and standards.

3. Conducts strategic planning and engagement with stakeholders and potential partners across DoD, academia, coalition allies and industry to ensure quality of readiness training support and effective utilization of training investments.

4. Oversees the structuring, defining, and maintaining processes to define, build, implement, and maintain enterprise capabilities that support globally distributed training.

Substitution of education may not be used in lieu of specialized experience for this grade level.
