Specialized Experience: Specialized experience is experience which is in or directly to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position at the GS-12 level, applicants must possess at least one year of professional law experience at or equivalent to the GS-11 level in the Federal Service. No specialized experience is required at the GS-12 level. Professional law experience includes the following: 1) Conducting in-depth legal research; 2) Drafting legal documents; and 3) Providing input regarding the resolution of legal issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a JD, LL.B., and/or LL.M.

Responsibilities
- Works on complex legal issues that often require balancing conflicting interests. These matters can have an important impact on the telecommunications industry and affect major private and public interests.
- Provides authoritative advice to bureau officials on the Commission's role in implementing policies and procedures pursuant the Communications Act.
- Drafts and reviews orders and regulations relating to wireline matters.
- Identifies and analyzes challenging issues and works with internal and external stakeholders to arrive at the best solution, taking into account both legal and policy concerns.
- Provides policy recommendations to division and bureau management.
- Analyzes public comments and makes recommendations for new rules or modification to existing rules.
- Prepares agenda items and proposed memorandum opinions and orders, notices of proposed rulemaking, and other decisional documents.
