In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.

Responsibilities

The Government Information Specialist position is located in the Information Release Office of the Department of Veterans Affairs Office of the Inspector General (VAOIG). The incumbent advises VAOIG management on Federal laws governing the flow of information and ensures compliance with Freedom of Information Act (FOIA), Privacy Act (PA), and VA confidentiality statutes found in Title 38 United States Code. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Government Information Specialist, you will:
  • Interpret and apply laws, regulations, policies, and guidance to provide access to Federal agency records and information while ensuring protected information is appropriately disclosed. Develop, implement, and maintain privacy policies and procedures. Develop VAOIG policy and procedures with regard to the administration of FOIA.
  • Communicate with VAOIG components to identify documents responsive to FOIA and PA requests. Serve as a liaison to external customers and recipients to clarify and resolve issues.
  • Independently conduct research, identify legal issues and analyze the correct bases for disclosure determinations. Evaluate the impact of the Privacy Act and regulations on the VA's activities.
  • Assemble proposed FOIA, PA, and congressional release packages.
  • Provide support to VAOIG legal staff in litigation and other matters involving release of information and applicability of disclosure laws, regulations, and policies.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service. Specialized experience for this position includes:
  • Applying FOIA Exemptions 1-7, federal laws, regulations, legal decisions, policies, procedures, or directives pertaining to the protection and release of Freedom of Information Act (FOIA); AND
  • Coordinating and tracking FOIA requests while communicating with employees, management, other governmental agencies and the public; AND
  • Consultation of appeals and litigation.

OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR
Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07grade level in the Federal service. Specialized experience for this position includes:
  • Applying FOIA Exemptions 1-7, federal laws, regulations, legal decisions, policies, procedures, or directives pertaining to the protection and release of Freedom of Information Act (FOIA); AND
  • Coordinating and tracking FOIA requests while communicating with employees, management, other governmental agencies and the public.

OR
You may substitute education for specialized experience as follows:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

OR
Combination of Experience and Education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-09, you must have been at the GS-07level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation.
