Responsibilities

As a Science and Technology Transition Manager at the GS-0301-14/15 some of your typical work assignments may include:
  • The S & T Transition Manager provides continuous support for the Director, DTRA with the Science Advisors for each CCMD.
  • In support of the Director's policy initiatives, reviews pertinent U.S. government, DoD, CJCS, and DTRA policies, directives, regulations, and procedures, many of which are broadly stated, generally non-specific, and require considerable interpretation in carrying out assigned responsibilities. Results of efforts significantly influence Agency science and technology programs and processes and modify important Agency relations with DoD, major military commands, and the Interagency.
  • Exercises a high degree of discretion and judgment in evaluating interrelated S&T and resource analyses as well as in considering the impact of other Agency programs in order to maximize effectiveness, efficiency, and productivity of U.S. government efforts to counter the threat of WMD.
  • Assists in the development and approval of the CCMD requirements letters and Science and Technology Integrated Priority List (STIPL) and associated plans, and will develop a monitoring program to measure Science and Technology Transition performance of tasks.
  • Ensures the coordination and tracking of S & T related visits to all CCMD's Area of Responsibility (AOR) by key DTRA personnel and coordinates the integration of DTRA support to CCMD S & T efforts through the appropriate Area Desk Officers and DTRA Liaison Officer.
  • Speaks at events at CCMD S&T venues with audiences often including hundreds of attendees from government, industry and international partner nations.
  • Assists in the development of strategies for the full lifecycle of potential projects and advocating the allocation of funding to those projects.
  • Makes decisions on undefined technical and programmatic issues based on extensive analyses to determine the nature and scope of complex problems and their potential solutions.

Qualifications

You may qualify at the GS-14 grade level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Assessing warfighter Countering Weapons of Mass Destruction (CWMD) technology requirements.
  • Providing assessments and analysis of capability requirements to CWMD.
  • Assisting in developing plans, strategy, and doctrine, as well as programs, policies, procedures and systems determinations related to CWMD military missions and national security strategies.
You may qualify at the GS-15 grade level, if you fulfill the following qualifications:
  • Assessing warfighter Counter Weapons of Mass Destruction (CWMD) technology requirements and matching them against current and anticipated research and development areas;
  • Providing assessments and analysis of capability requirements to CWMD;
  • Developing plans, strategy, and doctrine, as well as programs, policies, procedures and systems determinations related to CWMD military missions and national security strategies;
  • Translating Combatant Command Integrated Priority Lists, submitted to support the Capability Gap Assessment, into objectives for near- and long-term research & development requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience .

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.
