Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Payment Accuracy and Reporting Group, Division of Payment Error Rate Measurement, Woodlawn, Maryland.
As a Statistician (Health), GS-1530-7/9, you will contribute to the conducting and evaluation of data surveys, and the performance of statistical studies on health care payment accuracy with program administration.

In order to qualify for the GS-07, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Preparing reports based on limited analysis; 2) Assisting with projects that involve basic fact findings; and 3) Developing simple statistical charts.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-07 level by possessing 1 year of graduate-level education or superior academic achievement.
In order to qualify for the GS-09, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Conducting quantitative data analysis in support of statistical projects, programs, and initiatives; 2) Assisting in writing statistical reports; and 3) Assisting in the preparation of documentation regarding problems encountered during quantitative analysis studies.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled.

Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at grades GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience.

BASIC EDUCATION REQUIRED FOR ALL GRADES
Basic Requirements:Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

- Identify specific statistical research areas that merit investigation, for the development of options and approaches for studies, including the feasibility evaluation of such endeavors.
- Conduct research and statistical studies or projects related to reporting statistically valid improper payment estimates, conducting root cause analysis, and communicating findings to stakeholders.
- Oversee the accuracy of the statistical methodology used to calculate the health care improper payments, and accuracy of the calculations and numbers.
- Provide technical consultation on statistical studies and consults with and collaborates with other scientists on aspects of study design, analysis, and interpretation.
