Responsibilities

A Supervisory Financial Analyst performs the following duties:
  • Administer Agency regulations, policies, and procedures when enforcing 7(a) guaranty denial of liability matters.
  • Oversee recommendations for full and partial denial of liability on Small Business Administration (SBA) guaranteed loans.
  • Oversee guarantee purchase disputes and litigation against participant lenders in coordination with the Office of General Counsel.
  • Develop proposals for new policies and Standard Operating Procedures (SOPs) for the 504 program, 7(a) program, and disaster program loan servicing.
  • Serve as an advisor to the Financial Analysts who research prior policy and procedural sources to identify policy changes over time.
  • Analyze problem areas, such as adverse trends, workload, backlogs and coordinates appropriate action with management to correct those problems.
  • Research trends on full and partial denials and appeals of guaranty purchases.
  • Present detailed trend analysis in support of recommendations and decisions.
  • Present detailed financial analysis in support of the recommendations or decisions related to loan guaranty denials.
  • Provide expert assistance in 7(a) loan guaranty purchases and purchase related loan servicing and liquidation to SBA 7(a) Lenders to improve lender compliance.
  • Direct the Portfolio Management (PM) Division staff in the planning, development and coordination and evaluation of division activities.
  • Manage and oversee the daily operation of the unit (e.g., plan work to be accomplished; set and adjust short-term priorities; evaluate work performance; recommend appointments, promotions and reassignments; hear and resolve complaints, identify training needs and find ways to improve production and increase the quality of work.
  • Review and analyze requests for 7(a) guaranty purchase policy guidance received from Center Directors and staff.
  • Make authoritative recommendations to the Office of Financial Program Operation (OFPO) leadership, management, and staff.

Qualifications

For the GS-14:
You must have at least one-year (12-months) of specialized work experience equivalent to the GS-13 grade level in the federal service (obtained in either the private or public sector) that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience for this position includes:
  • Writing policy or guidelines related to a loan or financial program.
  • Making determinations on compliance issues related to the approval and/or denial of liability or services related to a loan or financial program
  • Managing, supervising, and/or leading a team or project related to commercial lending.
  • Developing analytical reports summarizing adverse trends, workload, backlogs.

    TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

    Serves as a Supervisory Financial Analyst responsible for conducting program evaluations of exceptionally difficult financial matters relating to the loan guaranty purchase process and for planning and carrying out complex assignments designed to reflect new policy or regulations to improve the effectiveness and efficiency of servicing and liquidation matters.
