This position is a GS-1811 position and requires the ability to carry a firearm and the appropriate criminal investigative training and experience.

This position meets the conditions outlined for a "Secondary" position in accordance with 5 CFR 842.802 and applicable OPM retirement policies due to the preponderance of time spent in managerial and case oversight duties. Special conditions: Subject to work unscheduled duty hours and must be available for unscheduled duty based upon the needs of the USCG. Therefore, eligible for Law Enforcement Availability Pay (LEAP) of an additional 25% and is subject to the provisions of the LEAP Act of 1994. Selectee must have completed basic criminal investigator training at the Federal Law Enforcement Training Center or equivalent prior to application. This is a "Secondary" position covered under the Civil Service Retirement System (CSRS), 5 USC 8336(c) or Federal Employee's Retirement System (FERS) special retirement provision 5 USC 8412(d). Coverage is extended only if appointment to this position immediately follows service in a law enforcement covered position. FERS applicants for this position must have completed 3 years of continuous service in a "Primary/Rigorous" position in order to continue coverage upon selection. As a condition of employment, the selectee will remain subject to a mobility agreement which requires acceptance of relocation/reassignment to a position within a different geographic area if required by the Agency. A mobility agreement must be signed prior to appointment. The incumbent must carry firearms and maintain proficiency in their care and use. Therefore, the position is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g)(9) and selectee will be required to certify whether they have ever been convicted of a misdemeanor crime of domestic violence. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, USC., Section 1001). Results of a recent (up to one-year old) physical examination must be provided prior to appointment. Determination as to sufficiency of medical record will be made at time of appointment. You will serve as Group Supervisor and a senior level manager, under the direction of the Assistant Director (TOC), responsible for all administrative and operational activities within their Area of Responsibility, to include distribution of work to be accomplished by other employees, relaying priorities, and reviewing investigative products for content, clarity and timeliness. As a senior level manager, responsible for all CGIS operations conducted within the maritime jurisdiction of the Coast Guard, to include criminal investigations (internal and external), protective service operations, and law enforcement liaison.

  • Setting priorities, preparing schedules, giving advice, counseling, or instructing subordinates on both operational and administrative matters; interviewing candidates to fill key positions; making recommendations for appointments, promotions or reassignments of personnel; evaluating subordinates and reviewing evaluations made by supervisors on other employees
  • Directing complex and sensitive investigations including but are not limited to: undercover assignments, surveillance, developing and using informants, making arrests, interviewing or interrogating suspect/sources of information and conducting search and seizures
  • Using the Uniform Code of Military Justice and other Federal statutes and regulations to investigate cases, involving but not limited to: arson, assault, bribery, burglary, child abuse, criminal fraud, customs violations, forgery, homicide, larceny, loss or unauthorized disclosure of classified matter, narcotic violations, rape, smuggling, sabotage or subversive activity
  • Providing personal briefings to senior Coast Guard and federal law enforcement officials, and providing written reports to CGIS management relative to investigations of actual or potential significant adverse impact to the Coast Guard's good order and discipline and/or national security
  • Providing input to CGIS strategic and tactical investigative planning and program administration, to include workload trends, measurements and allocation of resources to ensure CGIS functions and requirements are met.

GS-14: To qualify for this position at the GS-14 level, applicants must have 1 full year of specialized experience (equivalent to at least the GS-13 level in the federal service) that demonstrates possession of specialized experience that has equipped you with the knowledge, skills and abilities needed to perform the duties of this position. Examples include serving as a senior Special Agent or Resident Agent-in-Charge responsible for planning and conducting extensive and highly complex investigations; preparing clear and concise investigative reports; training others in investigative and administrative matters/procedures; coordinating case assignments and reviews; and preparing information for presentation to high-level agency officials as well as officials of other federal law enforcement agencies; experience which has equipped you with comprehensive knowledge of Federal statutes and regulations, including the Uniform Code of Military Justice (Title 10, US Code), rules of evidence, court decisions, constitutional rights, search and seizure, methods of interview and interrogation, admissibility of confessions and national security directives; experience in making contact, maintaining effective working relationships and gaining the confidence and cooperation of others.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Maryland, to include interplay between administrative and criminal investigations in the law enforcement context and experience in the use of deadly force and use of force investigations
  • Extensive knowledge of a wide range of policies, concepts, principles, and practices in law enforcement as well as familiarity with the operations and scope of law in foreign countries as they relate to protective services, current internal security problems and policy, court rules and operations
