This position is located in the Office of Strategic Intelligence and Information Enforcement(OSII) Directorate, Spartan Division in Washington, D.C.

The Program Analyst performs generalized duties and responsibilities required of a full performance level position with the primary responsibility for planning, analyzing, and/or evaluating the effectiveness of line or operating programs.

  • Performs analytical and evaluative studies of a factual nature relating to various aspects of office functions and operations to develop and/or improve efficiency of operations, organization or management procedures
  • Analyzes results of studies, identifies specific problems and prepares detailed or summarized reports, including recommendations for revision of processes/procedures, and possible solutions to specific problems
  • Assists higher-graded Analysts in the development of criteria, standards and statistical forms for the purpose of evaluating performance and determining acceptable progress
  • Uses automated systems to track projects, budgetary information, and status and generates reports, statistics and spreadsheets
  • Develops resources (staff, funding, equipment, facilities etc.,) required to support varied levels of program operations
  • May coordinate budgetary input and financial operating plans with Program Managers and Supervisors
  • Provides guidance on processing organizational changes in accordance with regulations
  • Provides advice on the distribution of work among positions, organizations and the appropriate staffing levels and skills mix
  • Performs less complex segments of larger studies and statistical reports by researching, extracting, and compiling pertinent information from various sources and databases

MOBILITY PLAN : New employees hired pursuant to this vacancy announcement must sign a mobility agreement. To qualify for the GS-11 level candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience include:
  • Knowledge of program related policies, laws, regulations, and/or procedures
  • Applying analytical and evaluative methods and techniques to assess program development
  • Gathering and evaluating administrative data
  • Participating in studies and analyses of program operations
  • Drafting recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations

The GS-11 salary range starts at $72,030 per year. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position.
