Duties

Summary

This position is in the Mission Transaction Unit (MTU), Office of Development Credit (ODC). As a Director, Project Finance, you will be responsible for managing relationships with executive stakeholders at USAID missions and financial institutions, providing technical assistance, and monitoring monitor complex financial relationships with a goal of maximizing utilization of products and development impact. You will service the Latin America and the Caribbean and Europe and Eurasia areas.

Responsibilities

  • Conducts in-depth analyses of new loan and/or guarantee proposals to determine their financial, technical, economic, legal, marketing, and political feasibility.
  • Performs in-depth analyses of proposed business ventures, financial statements, country related macroeconomic and microeconomic risks, and project contractual obligations risks and the eligibility of the sponsor.
  • Negotiates with key interested parties on DFC loan and/or guarantee terms, including collateral security and completion support, and policy requirements.
  • Consults with recognized industry experts and obtains information through field visits, correspondence with officials of the host country, private firm representatives, USAID and Embassy personnel and other sources.
  • Presents loan and/or guarantee proposals, reviews contracts, obtains appropriate agency clearances, and obtains investor's signature and fee. Prepares subsidy estimates and coordinates subsidy transfer process from USAID missions to the DFC.
  • Develops new business opportunities in conjunction with USAID missions and recommends DFC transaction structures and opportunities to USAID missions that highly align to their development objectives.
  • Coordinates project financial plans and co-creditor arrangements with other creditors, such as development banks, IFC, Export-Import Bank, and commercial or investment banking institutions.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the federal service that demonstrates your ability to perform in-depth analyses of international project and corporate financing of international investments in emerging markets, to include the viability of the business model; the market opportunity; the financial conditions and track record of sponsors, management and other project parties; country-related legal, macroeconomic and microeconomic risks; and other related factors.

This position requires interaction with individuals that speak fluent Spanish in the course of their daily interactions.

Demonstrated experience working on financial transactions for international project finance in emerging markets in Latin America and the Caribbean, and Europe and Eurasia preferred.

Selective Placement Factor: This position requires a Selective Placement Factor (SPF). SPFs are determined to be essential to perform the duties and responsibilities of a particular position. The SPF for this position is demonstrated experience fluently communicating information in Spanish, both verbally and in writing.
