The purpose of this position is to serve as the F-35 Talent Management Officer, responsible for developing, monitoring, and sustaining the program office's talent management program. Serves as the technical expert in planning, developing, facilitating, and evaluating the effectiveness of the human capital strategy for the purpose of determining strategic workforce needs.

Responsibilities

  • Serves as the change agent to implement reforms to human capital talent management programs and processes, including cross-functional participation in human resources functions across the Center.
  • Responsible for the AFLCMC human capital strategy, knowledge management strategy, infrastructure, execution, and support across the AFLCMC enterprise.
  • Participates in operational and business planning with top level management and key officials for the purpose of determining strategic workforce planning and revitalization needs to build strong pipelines for future hiring needs.
  • Serves as the recognized authority in the analysis and direction of talent management programs by designing, developing, and adapting principles, theories, and techniques to solve enterprise level gaps.
  • Conducts need assessments and analyses on current and future areas to create recommendations on AFLCMC's talent management program, engaging with HQ AFMC, SAF and other outside organizations to ensure learning and skills gaps are resourced.
  • Actively engages with PEOs and Functionals to further corporate initiatives and provide council and support to Directorate level efforts.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include providing accurate guidance and direction to subordinate managers/employees regarding policies, procedures, directives of upper management, and administrative matters. Authoring and enabling authoritative reports, documents, and presentations pertaining to multiple areas of expertise. Anticipating changes in resource requirements and developing and advocating solutions in advance. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-13 grade/level or equivalent position in the federal service.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
